MNRE Expands Solar Cell Manufacturing Capacity Under ALMM to 26,477 MW

The Ministry of New and Renewable Energy (MNRE) has issued the fifth revised list of the Approved List of Models and Manufacturers (ALMM List-II) for solar cells, adding 437 MW.

The total cumulative solar cell manufacturing capacity rose to 26,477 MW with the latest addition.

Fujiyama Power Systems has entered the ALMM List-II with 437 MW. The company’s manufacturing facility is located in Uttar Pradesh.

The company’s solar cell capacity enlisted under ALMM List -II comprises bifacial Mono C-Si PERC cells, with an average solar efficiency of 23.41% and an average rated capacity of 7.73 W.

The enlisted model of solar cells, UT-182M, has dimensions of 182.2 mm × 182.2 mm and 10 bus bar configurations.

The enlistment will be valid from February 13, 2026, until February 12, 2030.

In the last ALMM update for solar cells, MNRE added 2,307 MW of solar cell manufacturing capacity. –

To enforce the mandate for ALMM List-II, the MNRE asked government agencies last October to scrap tenders with short bid submission timelines, clearly intended to circumvent the ALMM mandate on solar cells. It further asked tendering agencies to cancel such tenders and float new ones.

Last year, MNRE clarified that renewable energy projects supplying power exclusively to green hydrogen and green ammonia developers who have been awarded capacity under the Strategic Interventions for Green Hydrogen Transition Program’s Mode-2A and Mode-2B will be eligible for a relaxation from the requirement to use solar cells from ALMM List-II.

The MNRE, in a draft amendment to the ALMM order, proposed creating an ALMM List-III for wafers, on the lines of the solar modules and cells lists.

The government has mandated that, from June 1, 2026, all solar modules used in government projects must use solar cells sourced from ALMM List-II. Some concerns have been raised about the Indian solar manufacturing ecosystem to ensure an adequate supply of India-made solar cells to meet the ALMM mandate.
