					</table><p>The Ahmedabad Municipal Corporation (<a href="https://ahmedabadcity.gov.in/" target="_blank" rel="noopener">AMC</a>) has invited bids to develop a solar power project coupled with an energy storage system in Gujarat.</p>
<p>The 75 MW solar project, paired with a 7.5 MW/30 MWh battery energy storage system, will be developed under group captive mode.</p>
<p>The last date to submit bids is October 9, 2026. The bids will be opened on October 14, 2026.</p>
<p>All bidders must pay a bid processing fee of ₹18,000 (~$188) and an Earnest Money Deposit of ₹48.26 million (~$504,478).</p>
<p>The selected bidder must also furnish a contract-cum-performance bank guarantee (CPBG) calculated using the following formula:</p>
<p>CPBG Amount = Annual net electrical energy generation guarantee × Discovered power purchase agreement tariff × 10%</p>
<p>Additionally, the successful bidder must furnish a contract bank guarantee for an amount equivalent to 5% of the total project cost, inclusive of BESS, calculated on a 100% CAPEX basis.</p>
<p>The scope of work includes design, engineering, procurement, supply, financing, installation, testing, and commissioning of the project, along with operation and maintenance for 25 years.</p>
<p>The project must be designed and implemented to achieve a minimum capacity utilization factor of 24.21% at the metering point for the first year.</p>
<p>To be eligible, bidders must have experience in the design, supply, installation, erection, testing, and commissioning of grid-connected solar projects with a cumulative installed capacity of 75 MW or above in the last seven years. Their experience must comprise projects above 10 MW and meet one of the following conditions:</p>
<ul>
<li>At least one solar project of 60 MW capacity or above</li>
<li>At least two solar projects of 37.5 MW capacity each or above</li>
<li>At least three solar projects of 30 MW capacity each or above</li>
</ul>
<p>Bidders’ experience must also include at least one solar project of 30 MW or more that has been operational for at least one year.</p>
<p>Bidders must have a positive net worth during the last three preceding financial years and a minimum average annual turnover of at least ₹1.45 billion (~$15.16 million) during the same period.</p>
<p>They must also have a minimum working capital of ₹1.21 billion (~$12.65 million) as per the last audited financial statement and a solvency certificate of at least ₹970 million (~$10.14 million) from a nationalized or scheduled bank.</p>
<p>If the bidder’s working capital is inadequate, they should supplement it with a letter from their bank confirming the availability of a line of credit of at least ₹1.21 billion (~$12.65 million).</p>
<p>The tender mandates use of TOPCon crystalline-silicon solar modules that comply with the Approved List of Models and Manufacturers List-I and List-II requirements.</p>

Ahmedabad Municipal Body Floats Tender for Solar-Plus-Storage Project

					</table><p>The Ahmedabad Urban Development Authority (<a href="https://www.auda.org.in/" target="_blank" rel="noopener">AUDA</a>) has invited bids for an annual rate contract for solar projects at various locations in Ahmedabad, Gujarat.</p>
<p>The project covers grid-connected rooftop and ground-mounted solar systems aggregating 1,000 kWp at AUDA facilities, including offices, auditoriums, water distribution stations, and pump houses. Individual installations are envisaged in capacity ranges of 7-10 kW, 11-25 kW, 26-50 kW, 51-100 kW, and 101-250 kW.</p>
<p>The last date to submit bids is September 25, 2026. Bids will be opened on September 28.</p>
<p>Bidders must submit an earnest money deposit of ₹529,600 (~$5,558) and a bid processing fee of ₹12,000 (~$126). Successful bidders must furnish a security deposit equivalent to 5% of the order value. They must also provide a performance bank guarantee equivalent to 5% of the total O&amp;M order value.</p>
<p>The estimated project cost is ₹52.96 million (~$555,833).</p>
<p>The scope of work covers providing an annual rate contract for design, supply, installation, testing, and commissioning of projects. It also entails operation and maintenance for five years.</p>
<p>The projects must be completed within six months from the date the locations are handed over to the successful bidder.</p>
<p>The projects must be designed to primarily supply electricity for captive consumption. They must also have remote monitoring systems capable of providing real-time and historical generation data.</p>
<p>The projects must be sized to an AC: DC ratio of 1:1.25 at each location.</p>
<p>The selected bidders will be responsible for obtaining approvals from the Gujarat Energy Development Agency, the Chief Electrical Inspector, distribution companies, and Torrent Power. AUDA will provide the necessary documents required from its end.</p>
<p>The projects must use Mono PERC modules with a rated capacity of at least 500 Wp. The modules must comply with the latest Approved List of Models and Manufacturers (ALMM) Lists I and II requirements.</p>
<p>Modules for which applications have been filed with the Ministry of New and Renewable Energy, but approval is pending, may also be proposed, subject to the tender conditions. However, the modules must be included in the ALMM by the time they are procured.</p>
<p>Bidders must be solar module or inverter manufacturers, engineering, procurement, and construction companies, or system integrators who have installed cumulative rooftop or ground-mounted solar capacity of at least 800 kW during the last seven financial years.</p>
<p>They must also have completed at least one grid-interactive rooftop or ground-mounted solar project with a minimum capacity of 100 kW.</p>
<p>Additionally, bidders must have supplied, installed, tested, and commissioned grid-tied rooftop or ground-mounted solar systems with all accessories and remote monitoring systems, along with at least one year of comprehensive O&amp;M for three similar projects of at least 400 kW each, two projects of at least 500 kW each, or one project of at least 800 kW during the last seven years.</p>
<p>Bidders must have been operational and engaged in the solar business for at least seven years before the bid submission deadline. They must also hold a valid electrical license issued by the Licensing Board of the Government of Gujarat.</p>
<p>Bidders must have had an average annual financial turnover of at least ₹15.89 million (~$166,771) during the last three financial years. They must also furnish a solvency certificate of at least ₹10.59 million (~$111,146) from a nationalized or scheduled bank.</p>
<p>The projects must achieve a minimum guaranteed performance ratio of 78%.</p>
<p>During the O&amp;M period, bidders must clean the modules every 15 days and ensure the remote monitoring system functions continuously.</p>
<p>Delays in completing the installation, testing, and commissioning work will attract liquidated damages of 0.1% of the value of the remaining work for each day of delay, capped at 10% of the remaining work value.</p>
<p>According to Mercom India Research’s Q2 and 1H 2026 India Solar Market Update, India <a href="https://www.mercomindia.com/india-adds-record-27-gw-of-solar-capacity-in-first-half-of-2026" target="_blank" rel="noopener">added</a> a record 27 GW of solar capacity in the first half of the calendar year 2026, up 49% year-over-year from 18 GW. India installed nearly 12 GW of solar capacity in the second quarter of 2026, making it the second-highest quarterly addition on record. Installations declined 24% from 15 GW in the first quarter but remained broadly flat YoY.</p>
<p>Capacity additions remained highly concentrated geographically. Gujarat accounted for 40% of large-scale solar capacity additions during the quarter, followed by Rajasthan at 19% and Maharashtra at 17%.</p>

					</table><p><a href="https://www.powericaltd.com/" target="_blank" rel="noopener">Powerica</a> has acquired a 49% stake in Fuji-Kailash Energy (FKEPL), a Gujarat-based renewable energy generation and distribution company, for ₹30 million (~$311,365).</p>
<p>The company’s board of directors approved the investment on April 21, 2026 and the equity shares were allotted to the company on May 22, 2026.</p>
<p>Powerica finalized the investment by purchasing 1,729,106 FKEPL equity shares at ₹10 (~$0.103) each.</p>
<p>The company stated that it aimed to enter a de-risked renewable asset category with long-term revenue visibility with the investment. The investment would strengthen Powerica&#8217;s renewable portfolio, enable it to pursue additional solar projects, and support its ESG framework.</p>
<p>FKEPL is a renewable power generation and distribution company focusing on solar, wind, hybrid, and bio-energy solutions. It was incorporated on July 26, 2025.</p>
<p>It has an authorized share capital of ₹36 million ($373,638) and a paid-up share capital (pre-investment) of ₹18 million ($186,819). Its paid-up share capital (post-investment) is ₹35.29 million ($366,280).</p>
<p>Powerica <a href="https://www.mercomindia.com/seci-announces-winners-of-2-gw-ists-connected-wind-energy-auction" target="_blank" rel="noopener">was</a> among the winners of Solar Energy Corporation of India&#8217;s auction to set up 2,000 MW of interstate transmission system-connected wind power projects across India (Tranche XX). Powerica bagged 100 MW at a tariff of ₹3.85 (~$0.0400)/kWh.</p>
<p>Earlier in July, Powerica was one of the winners <a href="https://www.mercomindia.com/guvnl-announces-winners-of-250-mw-wind-auction" target="_blank" rel="noopener">announced</a> in Gujarat Urja Vikas Nigam&#8217;s auction to procure power from 250 MW of grid-connected wind projects (Phase XI). Powerica bagged 50 MW at a tariff of ₹3.51 (~$0.0368)/kWh.</p>
<p>Corporate funding in the solar sector rose to $11.1 billion across 53 deals in the first quarter of 2026, marking a 131% year-over-year increase from the $4.8 billion raised across 39 deals in Q1 2025, according to Mercom Capital Group&#8217;s <a href="https://mercomcapital.com/product/q1-2026-solar-funding-ma-report/" target="_blank" rel="noopener">Q1 2026 Solar Funding and M&amp;A Report</a>.</p>
<p>The funding also increased by 127% quarter over quarter, from $4.9 billion secured through 48 deals in Q4 2025.</p>
<p>The report recorded 28 solar corporate M&amp;A transactions during Q1 2026, representing a 47% increase from 19 transactions in Q1 2025 and a 33% rise from 21 transactions in Q4 2025.</p>


Powerica Acquires 49% Stake in Fuji-Kailash Energy for ₹30 Million

					</table><p>Indian Oil Corporation (<a href="https://iocl.com/" target="_blank" rel="noopener">IOCL</a>) has invited bids for the operation and maintenance (O&amp;M) of an existing 8 MW solar power project at the LPG bottling plant at Sanand in Ahmedabad for five years.</p>
<p>The last date to submit the bids is April 15, 2023. Bids will be opened on April 17.</p>
<p>The project&#8217;s estimated cost is ₹40.9 million (~$494,921).</p>
<p>Bidders need not submit any earnest money deposit to participate in bidding. The successful bidder must submit an amount equivalent to 3% of the total contract value as a security deposit.</p>
<p>In cases where the bidder has completed one such similar work, the cost should not be less than ₹4.1 million (~$49,541). For two similar works, each should not cost less than ₹3.3 million (~$39,608) and not cost less than ₹2.5 million (~$29,676) for three similar works.</p>
<p>For micro and small enterprises (MSEs), they should have completed one similar work costing not less than ₹3.47 million (~$42,031) or two similar works, each costing not less than ₹2.8 million (~$33,673), or three similar results, each costing not less than ₹2.1 million (~$25,194).</p>
<p>Also, bidders should have executed work consisting of the supply, installation, and O&amp;M of a 4 MW solar power project or higher capacity during the last five years up to the previous day of the month before the one in which the tender has been invited.</p>
<p>The work should have been satisfactorily carried out by the party directly in their name as a direct order and not in any other form such as MoU, joint venture, sister concern, or agent, and subcontracted work will not be considered.</p>
<p>The annual turnover of bidders during the preceding three financial years should be at least ₹4.9 million (~$59,473). For MSEs, the annual turnover should be at least 85% of 60% of the estimated work cost under consideration or ₹4.17 million (~$50,509).</p>
<p>IOCL <a href="https://www.mercomindia.com/indian-oil-tender-om-5-mw-solar" target="_blank" rel="noopener">invited</a> bids for the comprehensive annual rate contract for the O&amp;M of a 5 MW solar power project at IOC&#8217;s Rawra facility in Jodhpur, Rajasthan, for three years.</p>

<p>The project&#8217;s estimated cost is ₹116.02 million (~$1.4 million).</p>
<p>The selected developer must complete the work within six months and provide five years of comprehensive operations and maintenance services.</p>
<p>The last day to submit bids is January 16, 2023. Bids will be opened on January 18.</p>
<p>Bidders are required to pay a tender fee of ₹18,000 (~$217) and furnish ₹1.16 million (~$14,014) as an earnest money deposit.</p>
<p>Successful bidders must furnish 3% of the project cost as a security deposit and 5% as a performance bank guarantee.</p>
<p>Bidders must have prior experience in commissioning a grid-connected rooftop solar system of a minimum of 100 kW. They must submit a certificate from the owner indicating that the work was completed on time and is functioning satisfactorily.</p>
<p>Bidders who have completed three similar projects of at least 800 kW each, two similar projects of at least 1 MW each, or one similar project of at least 1.6 MW, are also eligible to submit bids.</p>
<p>Further, the bidders must have an average annual turnover of ₹34.8 million (~$420,448) for the last three financial years. Bidders also must possess a solvency certificate of not less than ₹23.2 million (~$280,299) from a nationalized or scheduled bank.</p>
<p>If the developer fails to complete the work on time, liquidated damages at the rate of 0.1% of the remaining work value per day will apply. The total amount of liquidated damages cannot exceed 10% of the work value.</p>
<p>Modules used in the projects should be Mono PERC having a minimum capacity of 500 Wp. They must be listed in the Ministry of New and Renewable Energy&#8217;s (MNRE) approved list of models and manufacturers (ALMM). In the absence of the ALMM, the selected bidder must submit a self-declaration regarding domestically manufactured modules to be used in the project.</p>

Mercom Brings C&I Consumers Together at the Ahmedabad Clean Energy Meet

<p>The Ahmedabad Municipal Corporation (<a href="https://ahmedabadcity.gov.in/portal/index.jsp" target="_blank" rel="noopener">AMC</a>) has issued an expression of interest (EoI) for the empanelment of project management consultants for feasibility, detailed project reports, and consultancy of different renewable energy projects to be developed by the AMC.</p>
<p>AMC has installed 21 MW of wind power projects and 1.6 MW of rooftop solar systems. AMC is seeking consultants to carry out the feasibility study to develop more such projects.</p>
<p>The last date to submit the bid is April 20, 2022. The bids will be opened on April 22. The bid will be evaluated based on quality-cum-cost-based system (QCBS) methodology.</p>
<p>The contract period for the project will be three years from the date of the work order.</p>
<p>The bidders must submit an earnest money deposit of ₹200,000 (~$2,650) in the form of a bank guarantee or demand draft or pay order in favor of the Municipal Commissioner, Ahmedabad.</p>
<p>The successful bidder must submit a security deposit amount equivalent to 3% of the work order value within 15 days from the date of acceptance of the letter of intent.</p>
<p>The scope of work includes the preparation of feasibility and detailed project reports, including the selection of the site for the project, the study of the power evacuation facility, estimated project cost, and mode of project financing. The project management consultant will also be responsible for assisting in the bidding process of these projects, estimating project costs, site supervision, and monitoring the project post-commissioning.</p>
<p>The successful bidders must submit the initial report within seven days of commencement of the project and the final report within 15 days. The consultant must also submit monthly, and daily progress reports.</p>
<p>The project management consultant will be responsible for the entire project, including execution &amp; implementation of works at the site, taking measurements and checking and certifying contractor’s bills, and handing over the completed works to AMC on its completion.</p>
<p>The bidding firm must be operational in India after legal incorporation for at least ten years as of March 31, 2021. The bidders must have experience in preparing a feasibility, detailed project report, and project management consultancy of at least 50 MW wind and 10 MW solar power projects. Out of this, the bidder must have consulted on a single project of a minimum of 40 MW wind and 8 MW solar power in the last ten years. Alternatively, the bidder should have experience consulting for two projects with a minimum of 25 MW wind and 5 MW solar power. The bidders can also provide experience work orders for three projects with a minimum of 20 MW of wind and 4 MW of solar power.</p>
<p>The bidders must have experience providing at least 15 consultancy services in the wind or solar or hybrid sector in the last ten years.</p>
<p>The bidders must have an average annual turnover of not less than ₹20 million (~$265,062) for the last three financial years. They must have a positive net worth and a minimum annual net worth of ₹10 million (~$132,522) in the last three financial years.</p>

Empanelment Tender Issued for Renewable Project Consultants in Ahmedabad

<p>A 700 kW rooftop solar photovoltaic (PV) project is likely to be commissioned within the next two months at the Ahmedabad airport, and the power generated by it will be used for the airport’s captive consumption.</p>
<p>The contract to develop the rooftop solar PV project was won by engineering, procurement, and construction firm <a href="http://www.prozealinfra.com/" target="_blank" rel="noopener">Prozeal</a> .</p>
<p>When asked about the development, Shobit Rai, the director of Prozeal said, “We quoted a tariff of ₹48,000 (~$754)/kW to develop this project. In the next 60 days, we will commission this project.”</p>
<p>“We took into account the average Indian module price of ₹24 (~$0.38)/W to ₹25 (~$0.39)/W while bidding for this project. There is an incentive in terms of the project cost for finishing the project early,” Rai added.</p>
<p>The planned solar PV project at Ahmedabad is just one of several such projects underway at India’s airports.</p>
<p>Mercom<a href="https://mercomindia.com/grid-connected-commissioned-kolkata-international-airport/" target="_blank" rel="noopener"> reported</a> in December that a 15 MW grid-connected solar PV project was inaugurated on the Netaji Subhas Chandra Bose International (NSCBI) Airport in Kolkata, West Bengal, under the Airports Authority of India (AAI) initiative. At the inauguration ceremony, Civil Aviation Minister Ashok Gajapathi Raju said, “The target is to achieve 200 MW of solar capacity in five to six years across all AAI-owned airports in India.”</p>
<p>According to Mercom’s AAI sources, another tender to develop 730 kW at the Madurai airport premises is also nearing completion.</p>
<p>CIAL Infrastructures Ltd. also <a href="https://mercomindia.com/sterling-wilson-develop-9-9-mw-grid-connected-solar-at-cochin-airport/" target="_blank" rel="noopener">recently</a> concluded bidding for the development of 9.9 MW of grid-connected solar projects at the Cochin airport. Sterling &amp; Wilson emerged as the winning bidder by quoting a low price of ₹349 million (~$5.5 million) to develop a 7.5 MW grid-connected solar PV project and a price of ₹158 million (~$2.5 million) to develop 2.4 MW of grid-connected solar on carport roofs.</p>

700 kW Rooftop Solar Project at Ahmedabad Airport to be Commissioned by March

<p>The Indian Space Research Organization (ISRO) has developed an android application called the ‘Solar Calculator’, to calculate solar energy. This app will be utilized to select the locations for solar PV power projects.</p>
<p>The app has been developed by the Space Applications Centre (SAC), ISRO, Ahmedabad, at the request of the Ministry of New and Renewable Energy (MNRE), according to a <a href="http://isro.gov.in/isro-develops-solar-calculator-android-app" target="_blank" rel="noopener noreferrer">release</a>. The app uses remote sensing observations from geostationary satellite sensors to capture space-time variability of surface insolation.</p>
<p>The app provides monthly and yearly solar potential and a minimum and maximum temperature at any location. It also displays the location on a satellite image along with elevation angles and the length of the day over different time periods in a year.</p>
<p>The app can be downloaded from New and Renewable Energy section at <a href="http://vedas.sac.gov.in/" target="_blank" rel="noopener noreferrer">vedas.sac.gov.in</a>.</p>
