					</table><p>Premier-Green Aluminium, a joint venture company of <a href="https://www.premierenergies.com/" target="_blank" rel="noopener">Premier Energies</a>, aims to raise ₹600 million (~$6.7 million) in tranches to implement an <span data-teams="true">aluminum frame production facility </span>to support its solar module manufacturing.</p>
<p>The company has issued 25,000 equity shares with a face value of ₹10 (~$0.11) each, amounting to ₹250,000 (~$2,793.61) to its JV partner, Nuevosol Energy.  After this allotment, Premier Energies will hold 80% of the JV company’s share capital, with Nuevosol holding the remaining 20%.</p>
<p>Premier-Green Aluminium was formed to manufacture solar module frames from aluminum and its alloys.</p>
<p>The company plans to manufacture 36,000 metric tons of aluminum frames annually to support its solar module production.</p>
<p>It is also constructing an aluminum manufacturing plant with a Phase 1 capacity of 18,000 metric tons per annum, targeted for commissioning by March 2027.</p>
<p>Premier Energies <a href="https://www.mercomindia.com/premier-energies-q2-revenue-rises-20-on-strong-demand" target="_blank" rel="noopener">reported</a> a revenue of ₹18.37 billion (~$208.5 million) in the second quarter of the financial year 2026, a 20.3% year-over-year increase from ₹15.27 billion (~$173.3 million). The company attributed this increase to higher operational efficiency, improved product mix, and steady domestic demand.</p>
<p>The company operates 3.2 GW of solar cell and 5.1 GW of module manufacturing capacity.</p>
<p>In September this year, Premier Energies <a href="https://www.mercomindia.com/premier-energies-secures-solar-orders-worth-%E2%82%B920-million-in-benin" target="_blank" rel="noopener">won</a> contracts worth $19.95 million to supply and install solar systems in Benin, West Africa. The company will install 750 rooftop solar systems at designated socio-community facilities, including district police stations, educational institutions, health centers, and special border surveillance units.</p>
<p>In June, Premier Energies <a href="https://www.mercomindia.com/premier-energies-commissions-topcon-manufacturing-line" target="_blank" rel="noopener">commissioned</a> a 1.2 GW tunnel oxide passivated contact (TOPCon) solar cell manufacturing line in Hyderabad, Telangana. The TOPCon line has increased the company’s solar cell production capacity from 2 GW to 3.2 GW. The commissioning is part of its roadmap to deliver high-efficiency, vertically integrated manufacturing, from ingots and wafers to cells and modules.</p>
<p>The company is working to enhance its cell and module manufacturing capacity to 8.4 GW and 11.1 GW, respectively, by June 2026. It claimed it can deliver TOPCon cells with efficiencies exceeding 25%.</p>

					</table><p><a href="https://www.mercomindia.com/anti-dumping-probe-aluminum-solar-module-frames-china" target="_blank" rel="noopener"><strong>The Ministry of Commerce of India has announced an anti-dumping investigation by the Directorate General of Trade Remedies into the imported aluminum solar module frames from China.</strong></a> The investigation aims to recommend an appropriate anti-dumping duty that would adequately address the injury to the domestic industry. The decision comes after Vishakha Metals, an Ahmedabad-based solar equipment manufacturer, filed a petition alleging that the aluminum solar module frames are being imported into India from China at dumped prices in significant quantities, resulting in material harm to the domestic industries.</p>
<p><a href="https://www.mercomindia.com/user-mandated-26-shareholding-group-captive-project" target="_blank" rel="noopener"><strong>Each captive power user, even in a group captive structure of open access, must now hold a minimum ownership of 26%, according to the amendments to the Electricity Rules, 2005, issued by the Ministry of Power.</strong></a> Earlier, the minimum ownership of 26% was to be collectively held by captive users. The amendment implies that only three users can now participate in a project under the group captive model. Also, if the captive generating project is set up by an affiliate company, the captive user should hold at least 51% of the ownership in that affiliate company.</p>
<p><a href="https://www.mercomindia.com/seci-payments-wind-solar-generators-may-2023" target="_blank" rel="noopener"><strong>The Solar Energy Corporation of India (SECI) has disbursed ₹10.5 billion (~$127.3 million) to wind and solar power generators for the electricity procured in May 2023.</strong></a> The disbursements accounted for approximately 97.4% of the ₹10.8 billion (~$130.8 million) allocated for the month. Payments to power generators saw a 19% increase in May from the preceding month. On a year-over-year basis, the payments surged 53%. The rise in SECI payments on both an annual and sequential basis to wind and solar power generators bodes well for India’s efforts to move away from a reliance on fossil fuels to a clean energy regime.</p>
<p><a href="https://www.mercomindia.com/adani-green-%e2%82%b9123-billion-via-share-offering" target="_blank" rel="noopener"><strong>Adani Green Energy, the renewables arm of the Adani Group, plans to raise ₹123 billion (~$1.4 billion) through the sale of shares via qualified institutional placement or permissible methods.</strong></a> In a regulatory filing, the company said its board had approved the fundraising endeavor. Adani Green intends to issue a specific number of equity shares, each having a face value of ₹10 (~$0.12), alongside other eligible securities or a combination thereof.</p>
<p><a href="https://www.mercomindia.com/portugal-revisits-80-renewable-energy-by-2026" target="_blank" rel="noopener"><strong>The Government of Portugal has announced a plan to accelerate the incorporation of renewable energy sources in its electricity generation, aiming to achieve 80% of its energy from renewable sources</strong></a> by 2026, four years ahead of schedule. Portugal has set a target of 20.4 GW of solar photovoltaic capacity by 2030, which is the largest allocation among all power generation sources. The plan was unveiled in the first review of the 2030 National Energy and Climate Plan, published by the Ministry of Environment and Climate Action. The step brings Portugal closer to its goal of climate neutrality by 2045.</p>
<p><a href="https://www.mercomindia.com/us-launches-1-billion-clean-hydrogen-hubs" target="_blank" rel="noopener"><strong>The U.S. Department of Energy (DOE) has announced a plan to invest up to $1 billion in a demand-side initiative called the Regional Clean Hydrogen Hubs (H2Hubs) to establish a national clean hydrogen</strong></a> network. The network is expected to play a crucial role in reducing emissions from energy-intensive sectors such as industry, chemical processes, and heavy-duty transportation. The DOE’s announcement signifies an important step toward achieving commercial-scale clean hydrogen deployment, job creation, and long-term decarbonization objectives.</p>
<p><a href="https://www.mercomindia.com/battery-smart-pre-series-funding" target="_blank" rel="noopener"><strong>Gurugram-based Battery Smart, a battery-swapping stations network for electric two and three-wheelers, has raised $33 million by closing a pre-series B funding round.</strong></a> The company said that the capital raised would be used to add 100,000 new customers to its network in the next three years and also help the company expand its operations and services globally. Battery Smart has to date, set up over 600 swap stations and worked with over 25,000 vehicles across 25 cities in India. The funding round saw participation from Battery Smart’s existing investors, Tiger Global, and Blume Ventures, along with new investors, the Ecosystem Integrity Fund and British International Investment.</p>

					</table><p>The <a href="https://commerce.gov.in/" target="_blank" rel="noopener">Ministry of Commerce of India</a> has announced an anti-dumping investigation by the Directorate General of Trade Remedies (<a href="https://www.dgtr.gov.in/" target="_blank" rel="noopener">DGTR</a>) into the imported aluminum solar module frames from China.</p>
<p>The investigation aims to recommend an appropriate anti-dumping duty that would adequately address the injury to the domestic industry.</p>
<p>The decision comes after <a href="https://www.vishakha.com/" target="_blank" rel="noopener">Vishakha Metals</a>, an Ahmedabad-based solar equipment manufacturer, filed a petition alleging that the aluminum solar module frames are being imported into India from China at dumped prices in significant quantities, resulting in material harm to the domestic industries.</p>
<p>The company provided evidence of injury to the domestic industry, including increased dumped imports, price undercutting, adverse effects on profitability, return on investment, and capacity utilization.</p>
<p>The imports of the subject goods at injurious prices have caused material harm to the domestic industry and are retarding its establishment, the petitioner said.</p>
<p>Based on the substantiated application and prima facie evidence, the DGTR, under Section 9A of the Customs Tariff Act and Rule 5 of the Anti-Dumping Duty Rules, initiated the investigation to determine the existence, degree, and effect of alleged dumping.</p>
<p>The investigation period covers April 2022 to March 2023, while the injury period encompasses April 2019 to March 2022.</p>
<p>Interested parties can provide their comments and suggestions on the proposed product scope and suggest product control numbers within 30 days from the date of this notification.</p>
<p>The application has been filed under the provisions of the Customs Tariff Act, 1975, and the Customs Tariff (Identification, Assessment, and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.</p>
<p>Aluminum frame plays a vital role in the assembly of solar modules. These frames protect the internal components, provide mounting attachment points, and contribute to the overall efficiency of solar panels. The subject goods encompass all types of aluminum frames used in solar applications.</p>
<p>Vishakha Metals claimed that the subject goods produced by the domestic industry are identical to those imported from China. There are no known differences in essential product characteristics, including physical and chemical attributes, manufacturing process, technology, functions and uses, product specifications, pricing, distribution, marketing, and tariff classification. Consumers can use and interchangeably utilize domestically produced and imported subject goods.</p>
<p>The company claimed to be the sole producer of the subject goods in India. While other processors are involved in surface treatment and fabrication, they do not produce aluminum frames.</p>
<p>The company has confirmed that it neither imports the product under consideration nor has any relationship with any producer/exporter of the subject goods in China or any importer of the subject goods in India. Therefore, Vishakha Metals satisfied the eligibility criteria of a domestic industry in terms of Rule 2(b) and possessed the standing to apply.</p>
<p>The company cited Article 15(a)(i) of China&#8217;s Accession Protocol and claimed that Chinese producers must demonstrate that market economy conditions prevail in the industry producing the subject goods.</p>
<p>If the responding Chinese producers fail to establish market-driven costs and price information, the normal value is proposed to be calculated as per the provisions of Para 7 of Annexure I to the Rules.</p>
<p>The normal value for China is determined based on the domestic industry&#8217;s production cost, considering selling, general, administrative expenses, and reasonable profits.</p>
<p>To this initiation, the export price of the subject goods from the subject country has been calculated using data from the Directorate General of Commercial Intelligence and Statistics.</p>
<p>Adjustments have been made for expenses such as ocean freight, marine insurance, commission, inland freight, port expenses, and bank charges. The comparison of the normal value and the export price at the ex-factory level indicates a dumping margin that exceeds the de-minimis level and is deemed significant.</p>
<p>Last September, DGTR <a href="https://mercomindia.com/anti-dumping-duty-likely-on-aluminum-imports/" target="_blank" rel="noopener">recommended</a> anti-dumping duty on certain flat-rolled aluminum products imported from China. Flat-rolled aluminum is used in manufacturing solar module mounting structures for rooftop solar projects.</p>
