					</table><p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGCL</a>) has issued a tender to set up 150 MW of solar projects integrated with 75 MW/300 MWh of energy storage systems across the state.</p>
<p>Bids must be submitted by August 21, 2026. Bids will be opened on the same day.</p>
<p>Bidders must furnish an earnest money deposit of ₹1.42 million (~$14,969)/MW and a document fee of  ₹29,500 (~$310.1).</p>
<p>Selected bidders must submit a performance bank guarantee of ₹3.56 million (~$37,312)/MW/project, prior to the signing of the power purchase agreement (PPA) within 20 days of the issuance of the letter of award in favor of Bihar State Power Generation Company.</p>
<p>Bidders can quote a minimum capacity of 20 MW and a maximum of 75 MW, in 5 MW increments.</p>
<p>The scope of work entails the design, engineering, procurement, installation, testing, and commissioning of the solar and energy storage systems. It also involves providing operation and maintenance services for the entire PPA period.</p>
<p>Successful bidders must provide the transmission, metering, remote terminal unit, and supervisory control and data acquisition systems for the projects.</p>
<p>They must obtain statutory and Chief Electrical Inspector to Government approvals, complete grid synchronization, and commence power supply within 24 months of the PPA’s effective date. They must also obtain statutory clearances and no-objection certificates for the projects.</p>
<p>Selected bidders must identify project land and provide the projects’ interconnection with the state transmission utility network. The projects must include at least 0.5 MW/2 MWh of energy storage per 1 MW of contracted capacity.</p>
<p>The projects must use commercially established solar and energy storage technologies. Only solar modules and cells complying with the Approved List of Models and Manufacturers List and II must be used.</p>
<p>Successful bidders must install and maintain a GPS-enabled automatic weather station for the projects.</p>
<p>The solar modules must retain at least 90% output after 10 years and 80% after 25 years. Selected bidders must provide a minimum 10-year product warranty for the modules and at least five years of warranties for inverters and project workmanship.</p>
<p>The projects must comply with the requirements of the Central Electricity Authority, the Central Electricity Regulatory Commission, the Bihar Electricity Regulatory Commission, the International Electrotechnical Commission, the Bureau of Indian Standards, and forecasting, scheduling, cybersecurity, monitoring, and grid connectivity.</p>
<p>The solar and energy storage projects must be commissioned within 24 months.</p>
<p>Bidders must declare a minimum annual capacity utilization factor (CUF) of 19%. The declared CUF may be revised once within the first year of power supply, provided the revised value is higher. The annual CUF must remain within +10% and -15% of the declared CUF for the first 10 years and within +10% and -20% thereafter.</p>
<p>Delays in project commissioning will result in the pro-rata encashment of the performance bank guarantee for the uncommissioned capacity.</p>
<p>If the delay exceeds six months beyond the scheduled commissioning date, the PPA for the uncommissioned capacity will be terminated. Shortfalls in the mandatory annual CUF and daily peak power supply obligations will also attract penalties under the PPA.</p>
<p>Bidders must have a minimum net worth of ₹14.24 million (~$149,544)/MW of the quoted capacity as of the end of the last financial year or seven days before the bid submission deadline.</p>
<p>Bidders must have an annual turnover of at least ₹8.05 million (~$84,507)/MW of the quoted capacity as of the last three financial years.</p>
<p>Last April, BSPGCL <a href="https://www.mercomindia.com/bihar-epc-116-mw-solar-241-mwh-bess" target="_blank" rel="noopener">invited</a> bids for the engineering, procurement, and construction of a 116 MW solar project and a 241 MWh battery energy storage system in the Lakhisarai district.</p>

					</table><p>Bihar State Power Generation Company (<a href="http://bspgcl.bihar.gov.in/" target="_blank" rel="noopener">BSPGCL</a>) has invited bids for the engineering, procurement, and construction (EPC) of a 116 MW solar project and a 241 MWh battery energy storage system (BESS) in the Lakhisarai district.</p>
<p>The projects’ estimated work cost is ₹10.64 billion (~$123.39 million).</p>
<p>Bids must be submitted by April 10, 2025. Bids will be opened on the same day.</p>
<p>Bidders must submit a tender fee of ₹29,500 (~$342) and an earnest money deposit of ₹106.4 million (~$1.23 million).</p>
<p>Successful bidders must submit 10% of the EPC contract price as a bank guarantee within 30 days of receiving the letter of intent.</p>
<p>They must complete the EPC work within 18 months of receiving the work order and undertake comprehensive operation and maintenance activities for ten years.</p>
<p>The BESS must deliver a maximum power of 50.5 MW for four hours.</p>
<p>Selected bidders must use solar modules from the Ministry of New and Renewable Energy’s List-I under the Approved Models and Manufacturers of Solar Photovoltaic Modules.</p>
<p>Bidders must have commissioned solar projects with a cumulative capacity of at least 150 MW in India during the last 10 years. Of this capacity, bidders must have commissioned either one project of at least 60 MW, two projects of at least 45 MW each, or three projects of at least 30 MW.</p>
<p>Only ground-mounted solar projects with a minimum capacity of 1 MW will be considered for meeting the cumulative capacity requirement.</p>
<p>Bidders must have commissioned or are in the process of commissioning at least one grid-connected BESS of a minimum capacity of 5 MWh in India or abroad.</p>
<p>Alternatively, bidders must own and operate a battery manufacturing facility in India with a production capacity of over 500 MWh, using lithium-ion or other battery technologies. This facility must be operational at the time of bidding.</p>
<p>Bidders must have a cumulative turnover of ₹13.5 billion (~$156.57 million) in the last three financial years and a positive net worth in the previous financial year.</p>
<p>In October last year, BSPGCL <a href="https://www.mercomindia.com/bihar-20-mw-solar-projects/" target="_blank" rel="noopener">invited</a> bids to develop ground-mounted solar projects with a total capacity of 20 MW on private ponds using raised mounting structures under the renewable energy service company model.</p>
