					</table><p><a href="https://ecr.indianrailways.gov.in/view_section.jsp?lang=0&amp;id=0,6,336" target="_blank" rel="noopener">East Central Railway</a> has invited bids to install 1.114 MW of rooftop solar systems at Amrit Bharat station (533 kW) and at various locations (581 kW) under Sonpur Division in Bihar.</p>
<p>The scope of work includes the design, manufacture, and supply of grid-connected solar systems without battery backup. The systems should comprise  single/polycrystalline silicon solar cells connected in series, string Inverters, and a data logger, with provision for data to be sent to a remote service platform for analysis.</p>
<p>The last date to submit bids is May 14, 2026. Bids will be opened on the same day.</p>
<p>Bidders must submit an earnest money deposit of ₹883,700 (~$9,347)</p>
<p>The project must be completed within 180 days.</p>
<p>The estimated cost of the project is ₹44.19 million (~$467,393).</p>
<p>Bidders must have completed three similar works, each costing not less than 30% of the tender value, or two similar works, each costing not less than 40% of the tender value, or one similar work costing not less than 60% of the tender value.</p>
<p>They should have experience in the supply and installation of solar projects of any nature or the supply and installation of rooftop solar systems of any capacity.</p>
<p>Bidders must have a minimum average annual contractual turnover of &#8216;V/N&#8217; or &#8216;V&#8217;, whichever is less; where V = Advertised value of the tender in crores of rupees, N = Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover should be calculated as an average of ‘total contractual payments’ in the previous three financial years.</p>
<p>They should possess a valid electrical contractor&#8217;s license and supervisory license issued by any state or central government licensing board for the required voltage level or above.</p>
<p>Only indigenous modules should be used in the project. The wattage of each module should be at least 500 Wp. The module efficiency should be at least 15%, and the cell efficiency should be greater than 16%.</p>
<p>Recently, the Ministry of Railways <a href="https://www.mercomindia.com/railways-tenders-1-4-mw-of-rooftop-solar-projects-in-andhra-pradesh" target="_blank" rel="noopener">issued</a> a tender to set up 1,445 kW of grid-connected rooftop solar projects at railway stations in the Guntakal Division of South-Central Railway in Andhra Pradesh.</p>
<p>Earlier, the Nagpur division of Central Railway <a href="https://www.mercomindia.com/central-railway-invites-bids-for-1-3-mw-rooftop-solar-project" target="_blank" rel="noopener">invited</a> bids to set up a 1.3 MW rooftop solar project on buildings and residential quarters at the Wardha and Ajni stations in Maharashtra.</p>

					</table><p>The Dhanbad division of <a href="https://ecr.indianrailways.gov.in/" target="_blank" rel="noopener">East Central Railway</a> has issued tenders for a cumulative 4 MW rooftop solar systems at various service buildings.</p>
<p>Bids must be submitted by January 2, 2025. They will be opened on January 17.</p>
<p><strong>Tender 1 (1.53 MW) </strong></p>
<p>The advertised value of the project is ₹8.3 million (~$97,759.9). Bidders must furnish an earnest money deposit (EMD) of ₹566,700 (~$6,674.6).</p>
<p><strong>Tender 2 (2.48 MW)</strong></p>
<p>The advertised value of the project is ₹135.21 million (~$1.6 million). Bidders must furnish an EMD of ₹826,000 (~$9,725.6).</p>
<p>Successful bidders must design, manufacture, and supply grid-connected solar projects without battery backup.</p>
<p>They must complete the projects within nine months from the award date.</p>
<p>Bidders must also provide single/polycrystalline silicon solar cells connected in series. Additionally, they must provide a solar grid-connected string inverter and a data logger.</p>
<p>They must have a minimum average annual contractual turnover of V/N or V, whichever is less, where V is the advertised value of the tender, and N is the number of years prescribed to complete the project.</p>
<p>Bidders must have completed any one of the following categories of similar work during the last seven years:</p>
<ul>
<li>Three similar works (projects), each costing at least 30% of the tender’s advertised value.</li>
<li>Two similar projects, each costing at least 40% of the tender’s advertised value.</li>
<li>One similar project, costing at least 60% of the tender’s advertised value.</li>
</ul>
<p>Similar works refers to the supply and installation of a solar project of any nature or the supply and installation of a rooftop solar project of any capacity.</p>
<p>The East Central Railway recently <a href="https://www.mercomindia.com/east-central-railways-floats-empanelment-tender-for-20-mw-projects" target="_blank" rel="noopener">floated</a> a tender to empanel qualified bidders for setting up 20 MW ground-mounted solar projects at Madhepura, Pandaul, and Rajnagar in Bihar. The last date to submit bids is December 23, 2024. Bids will be opened on the same day.</p>

					</table><p>The <a href="https://ecr.indianrailways.gov.in/view_section.jsp?lang=0&amp;id=0,6,336" target="_blank" rel="noopener">Sonpur Division</a> of the <a href="https://ecr.indianrailways.gov.in/index.jsp" target="_blank" rel="noopener">East Central Railway</a> has invited bids to empanel vendors to install 1.1 MW of grid-connected rooftop solar power projects through a public-private partnership on a design, build, finance, operate, and transfer basis.</p>
<p>The bids must be submitted by May 30, 2024. They will be opened on the same day.</p>
<p>The selected bidders will be empaneled to install rooftop solar systems in three capacity categories: &gt;10 and up to 100 kWp,&gt;100 and up to 500 kWp, and &gt; 500 KWp.</p>
<p>The duration of empanelment will be one year from the date of issue of the letter of award.</p>
<p>The successful bidder will be responsible for the entire project lifecycle, including engineering, procurement, construction, and 25 years of operation and maintenance. They will supply power to the Railways under a long-term power purchase agreement (PPA) lasting 25 years.</p>
<p>Bidders must have experience installing a minimum aggregate 200 kW capacity of grid-connected rooftop solar systems as a developer or engineering procurement and construction (EPC) company.</p>
<p>Those with experience installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems as a developer or an EPC contractor in any sector such as residential, social, industrial, commercial, government, or any other client can also submit bids.</p>
<p>Bidders should have an average annual turnover of ₹15 million (~$185,000) and positive net worth over the last three financial years.</p>
<p>Qualified bidders will need to submit a bid security of ₹1.07 million (~$13,200) per MW and a performance security of ₹1.6 million (~$19,800) per MW after the award of the project.</p>
<p>A performance security of ₹1.6 million (~$19,000) per MW must also be submitted within 30 days of signing the PPA.</p>
<p>The generated solar power will be utilized solely by zonal railways through a net metering system. The tender document also mentions that no subsidy or viability gap funding will be provided by the Railways or the Ministry of New and Renewable Energy.</p>
<p>Last month, South Eastern Railway <a href="https://www.mercomindia.com/railway-rooftop-solar-three-states" target="_blank" rel="noopener">invited</a> bids to empanel agencies for setting up 8.383 MW of grid-connected rooftop solar power projects in Odisha, Jharkhand, and West Bengal.</p>
<p>Previously, the Asansol Division of Eastern Railway in West Bengal <a href="https://www.mercomindia.com/eastern-railway-1-mw-rooftop-solar-asansol" target="_blank" rel="noopener">invited</a> bids from solar developers to install 1 MW grid-connected rooftop solar projects.</p>

Railway Floats Empanelment Tender for 1.1 MW Rooftop Solar Projects in Bihar

					</table><p><a href="https://www.mercomindia.com/mnre-hikes-cfa-rooftop-solar" target="_blank" rel="noopener"><strong>The Ministry of New and Renewable Energy has increased the benchmark Central Financial Assistance (CFA) for grid-connected rooftop solar power systems under Phase II of the Grid-Connected Rooftop</strong></a> Solar Program. The CFA for systems ranging from 1 kW to 3 kW, installed through tendering and national portal applications, is ₹18,000 ($216)/kW for general states and ₹20,000 ($240)/kW for special category states. Systems of above 3 kW and up to 10 kW capacities will receive CFA of ₹9,000 (~$108)/ kW in general states and ₹10,000 ($120)/kW in special category states. An individual household with up to a 3 kW system in a general category state is eligible for a subsidy of ₹18,000 ($216)/kW, an increase from the earlier ₹14,588 (~$175)/ kW.</p>
<p><a href="https://www.mercomindia.com/ntpc-bids-for-floating-solar-project-in-chhattisgarh" target="_blank" rel="noopener"><strong>NTPC, on behalf of NTPC-SAIL Power Company (NSPCL), a joint venture of NTPC and SAIL, has invited bids to develop a 15 MW floating solar power project at Maroda reservoir-1 of NSPCL in Bhilai</strong></a>, Chhattisgarh. The last date for the submission of bids is February 2, 2024. Bids will be opened the same day. The project will involve the comprehensive design of a grid-interactive solar power project, encompassing civil, electrical, and mechanical auxiliary systems. It includes creating detailed drawings for foundations, single-line diagrams, installation drawings, electrical layouts, design calculations, and other relevant documents essential for the engineering of all facilities within the project’s scope.</p>
<p><a href="https://www.mercomindia.com/aptel-retroactive-impact-on-ppas" target="_blank" rel="noopener"><strong>The Appellate Tribunal for Electricity has upheld the Rajasthan Electricity Regulatory Commission’s (RERC) decision dismissing a petition filed by Kishangarh Hi-tech Textile Park (KHTPL),</strong></a> contending that regulations should not retroactively impact Power Purchase Agreements. KHTPL challenged the dismissal of its petition by the RERC and sought specific directions against the respondents— RERC, Rajasthan Rajya Vidyut Prasaran Nigam, and Ajmer Vidyut Vitaran Nigam. They aimed to impose open access charges (transmission tariff and wheeling charges) at 50% of the tariff rates as per the 2009 tariff regulation.</p>
<p><a href="https://www.mercomindia.com/railways-rooftop-solar-projects-bihar" target="_blank" rel="noopener"><strong>Sonpur Division of East Central Railway has invited bids for state-wise empanelment of agencies to implement grid-connected rooftop solar power projects of 1.1 MW capacity</strong></a> at its electric loco shed in Barauni Junction through public-private partnership and on a design, build, finance, operate, and transfer basis. The projects would be developed in two capacity ranges— (i) above 10 kW and up to 100 kW, and (ii) above 100 kW and up to 500 kW. Bidders can quote for one or all the capacities. The projects must be commissioned within 240 days of receiving the work order. The developers must also provide comprehensive operation and maintenance services for 25 years. The last day to submit bids is January 31, 2024. Bids will be opened on the same day.</p>
<p><a href="https://www.mercomindia.com/serentica-425-million-loan-rtc-renewable-project" target="_blank" rel="noopener"><strong>Renewable energy developer Serentica Renewables has secured ₹35 billion (~$425 million) for its round-the-clock renewable energy project in India from a consortium of three international banks</strong></a> and three Indian lenders. The deal will allow the company to fund the development of its 530 MW wind-solar hybrid project that will come up in Rajasthan and Maharashtra. This project will also provide clean energy to Hindustan Zinc, one of India’s largest zinc producers, replacing 24% of its coal-based power supply with firm dispatchable green power.</p>
<p><a href="https://www.mercomindia.com/qcells-to-supply-microsoft-manufactured-solar-modules" target="_blank" rel="noopener"><strong>Solar cell and module manufacturer Qcells has sealed an eight-year alliance with Microsoft Corporation to supply 12 GW of solar modules and engineering, procurement, and construction (EPC) services.</strong></a> The deal includes a 2.5 GW module and EPC services agreement that Qcells and Microsoft announced in January 2023. Qcells said it is poised to make Microsoft advance its sustainability goals of achieving carbon negativity, water positivity, and zero waste by 2030.</p>
