Aypa Power, a Blackstone portfolio company and utility-scale energy storage and hybrid renewable energy projects developer, <a href="https://cms.mercomindia.com/aypa-power-secures-1-5-billion-for-energy-storage-projects/" target="_blank" rel="noopener">closed</a> a $1.5 billion construction warehouse revolving credit facility, with an additional $0.5 billion accordion feature. The warehouse financing will serve as the company’s principal funding source for advancing utility-scale energy storage projects expected to reach commercial operation through 2028.
Gulf Development Public Company Limited (GULF), a Thailand-based power and infrastructure company, has <a href="https://cms.mercomindia.com/energy-project-developer-gulf-secures-1-3-billion-loan-facility/" target="_blank" rel="noopener">secured</a> THB60,000 million (~$1.9 billion) in loan facilities to support the development of 27 renewable energy projects. Of the total financing, THB 43,000 million (~$1.3 billion) will be used to support 15 solar and solar-plus-battery energy storage projects with a combined capacity of 843 MW. To date, 12 projects totaling 649 MW have already reached commercial operations, while the remaining three projects (194 MW) are on track for completion in 2026.
NineDot Energy, a community-scale battery energy storage systems developer, <a href="https://cms.mercomindia.com/ninedot-energy-raises-431-million-28-battery-storage-projects/" target="_blank" rel="noopener">closed</a> a $431 million debt financing led by Natixis Corporate &amp; Investment Banking for the construction of 28 battery energy storage projects totaling 124 MW/494 MWh. These projects are part of the company’s 60+ project pipeline and are in addition to NineDot’s New York projects already in operation.
Origis Energy, a vertically integrated renewable energy platform provider and solar project developer, <a href="https://cms.mercomindia.com/origis-energy-secures-340-million-for-413-mw-solar-project/" target="_blank" rel="noopener">closed</a> an investment of $340 million in tax equity capital to support a 413 MW utility-scale solar project in Ector County, Texas. Crux Capital Securities, Crux’s registered broker-dealer, underwrote and structured the investment, which is backed by investment-grade-rated capital.
METLEN Energy &amp; Metals (formerly MYTILINEOS), a Greek industrial conglomerate, entered into an <a href="https://cms.mercomindia.com/metlen-sells-283-mw-solar-portfolio-in-the-uk/" target="_blank" rel="noopener">agreement</a> with Schroders Greencoat, the specialist energy transition infrastructure manager of Schroders Capital, to sell a portfolio of solar projects totaling 283 MW in the U.K. The portfolio, comprising seven projects located across England and Scotland, has been developed, constructed, and commercially structured by METLEN.
Octopus Australia, a renewable energy project developer and fund manager, <a href="https://cms.mercomindia.com/octopus-australia-acquires-1-35-gw-battery-storage-projects/" target="_blank" rel="noopener">acquired</a> two new development projects in Australia, including the 1.2 GW/4.8 GWh Hanworth battery energy storage system in New South Wales and the 300 MW solar photovoltaic with a 150 MW/300 MWh Dunmore solar and battery project in Queensland.
Greenwood Energy, a renewable energy subsidiary of privately-owned international business Libra Group, has <a href="https://cms.mercomindia.com/greenwood-energy-secures-project-financing-for-52-mw-solar-project/" target="_blank" rel="noopener">reached</a> financial close of up to COP163 billion (~$42.5 million) for its TERRA Site I, the first phase of the TERRA INITIATIVE, comprising two solar projects with a combined capacity of 52 MWp.

					</table>Egypt-headquartered renewable energy company, Infinity Power, is likely to <a href="https://www.zawya.com/en/projects/utilities/egypts-infinity-power-eyes-1bln-solar-battery-project-close-after-ras-ghareb-jtspo331" target="_blank" rel="noopener">secure</a> a 1,200 MW solar power project with battery storage in the country. Of the total capacity, 200 MW will be developed in Benban, Aswan Governorate, while 1,000 MW will be established in the Minya Governorate. The project follows the financial close of the 200 MW Ras Ghareb wind farm, which is co-owned by the UAE’s Masdar. The new solar-plus-battery story project is expected to require an estimated investment of $1 billion. Infinity Power operates solar energy projects in Egypt, with a cumulative capacity exceeding 250 MW, including four stations within a solar energy complex in Benban.
According to the Ministry of Energy, Saudi Arabia <a href="https://www.zawya.com/en/projects/utilities/saudi-arabias-renewable-energy-investments-hit-248bln-iu1pljym" target="_blank" rel="noopener">issued</a> tenders for 64 renewable energy projects totaling 57.5 GW since launching its National Renewable Energy Program in 2017. These projects include 40 solar, nine wind, and 15 energy storage projects. To date, power purchase agreements totaling SAR93 billion (~$24.8 billion) have been signed.  The Ministry added that an energy storage capacity of 30 GWh has been tendered, and 8 GWh has been connected to the grid.
The Arab electricity and renewable energy sector has <a href="https://ognnews.com/ArticleTA/437079" target="_blank" rel="noopener">attracted </a>a total of 360 foreign direct investment projects, valued at more than $351 billion, over the last two decades, according to the Kuwait-based Arab Investment and Export Credit Guarantee Corporation. Egypt, Morocco, the UAE, Mauritania, and Jordan accounted for approximately 69% of the projects (248 projects), around 83% of the capital expenditure ($291 billion), and 82% of the new jobs (approximately 68,000 jobs). The UAE led the list as the region&#8217;s top investor in renewable energy over 22 years, with 57 projects (16%) valued at over $88.5 billion, accounting for 25% of total investments. Saudi Arabia&#8216;s ACWA Power topped the list in the number of projects with 20, accounting for around 6% of foreign projects in renewable energy. At the same time, the UAE&#8217;s Infinity Power ranked as the largest investor in the sector based on capital expenditure, with a value of $34 billion, or 10% of the total investments.

					</table>When <a href="https://masdar.ae/" target="_blank" rel="noopener">Masdar</a>, the UAE’s flagship renewable energy company, <a href="https://www.mercomindia.com/uaes-masdar-raises-750-million-green-bonds" target="_blank" rel="noopener">launched</a> its $750 million green bond in mid-2023, the response was overwhelming. Investors scrambled to get in, oversubscribing the issuance nearly six times.
A similar story played out a year earlier with Abu Dhabi National Energy Company (<a href="https://www.tq.com/" target="_blank" rel="noopener">TAQA</a>), whose $1 billion green bond was met with equal enthusiasm.
The message from capital markets was clear: sustainability sells, even in the oil heartland of the Middle East.
While green finance remains a relatively new concept in the region, it is rapidly gaining traction. Data from Bloomberg’s Capital Markets League Tables reveals that in 2023, annual issuances of green, social, sustainable, and sustainability-linked bonds (GSSB) in the Middle East and North Africa (MENA) soared to a record $24 billion, a 155% increase. The UAE and Saudi Arabia accounted for 77% of the total regional issuances.
For decades, Middle Eastern energy financing was dominated by fossil fuels. Banks and sovereign wealth funds funneled billions into oil and gas projects with little consideration for environmental concerns. Now, shifting government policies, evolving investor appetites, and economic necessity are <a href="https://www.mercomindia.com/uae-banks-green-financing-climate-change" target="_blank" rel="noopener">pushing</a> green bonds to the forefront of the region’s sustainability narrative.
Hedge Against Oil Price Volatility
Gulf governments are eager to future-proof their economies against oil price volatility. The UAE is pledging net-zero emissions by 2050 and Saudi Arabia by 2060, and both are driving a wave of renewable energy projects.
The UAE’s role as host of COP28 in 2023 amplified this momentum, with corporate and government entities collectively issuing nearly $8 billion in sustainable debt. The year saw 11 debut green issuers in the UAE alone, including DP World’s $1.5 billion sukuk (Islamic financial certificate), the Sharjah government’s $1 billion bond, and significant issuances from TAQA, Emirates NBD, Masdar, Mubadala, Aldar, and Commercial Bank of Dubai.
Traditional Islamic finance players such as Dubai Islamic Bank and Abu Dhabi Islamic Bank also joined the trend, with green sukuk worth $750 million and $500 million, respectively.
Saudi Arabia is also stepping up. The kingdom accounted for 32% of the region’s total green financing volume, marking a 69% year-on-year increase. The Public Investment Fund (PIF) was the region’s largest issuer, raising $5.5 billion in February 2023 alone. Other key players included Saudi National Bank, Saudi Electricity Company, and Al Rajhi Bank, each issuing over $1 billion in green debt.
Beyond the Gulf, other MENA countries are eager to ride the green finance wave. Egypt has made headlines with its Green Panda Bond, the first from the region issued in China, raising $479 million for public transit projects. The bond also benefited from a partial guarantee by the Asian Infrastructure Investment Bank, a move designed to lower Egypt’s borrowing costs.
Meanwhile, Jordan Kuwait Bank made history with Jordan’s first green bond, supported by blended financing from the International Finance Corporation (IFC). First-time issuers are emerging across the region, signaling a broader shift, but questions about market liquidity and long-term sustainability remain.
Emergence of Green Sukuk
One of the most significant trends is the rise of green sukuk. Islamic finance issuances accounted for over a quarter of total MENA green debt for the first time, reaching approximately $6.5 billion in 2023. This figure represented over half of all global green sukuk sales, with major issuances from ADIB, DP World, First Abu Dhabi Bank, Majid Al Futtaim, and Aldar.
The growing intersection of Islamic finance and sustainability reflects a broader shift in investor priorities. Sharia-compliant green bonds provide a unique opportunity for Middle Eastern economies to tap into ethical and sustainability-conscious investors while expanding the depth of their capital markets.
Recently, Dubai Electricity and Water Authority (<a href="https://www.dewa.gov.ae/en/" target="_blank" rel="noopener">DEWA</a>) has invited international developers to submit expressions of interest for a tender to develop the 1,600 MW seventh phase of the Mohammed bin Rashid Al Maktoum Solar Park. This phase, which is expandable to 2,000 MW, will use photovoltaic solar panels and a battery energy storage system with a capacity of 1,000 MW for six hours, providing a total storage capacity of 6,000 MWh.
Similar mega renewable energy projects have been announced in Saudi Arabia and Oman. But these projects require capital, often tens of billions of dollars, when state finances are under strain, and investors are demanding proof of commitment to sustainability.
As governments look to balance their budgets, they are turning to alternative financing options, such as green bonds, to support these initiatives. Green bonds offer a valuable mechanism for tapping into global capital markets, enabling the financing of renewable energy projects while reducing reliance on state budgets.
In one of the biggest financing deals made recently, Saudi Arabia’s $8 billion NEOM green hydrogen plant secured its financial close, becoming the largest green project financing in the region.
Standard &amp; Poor’s Global Ratings recently reported that sustainable bond issuances in the Middle East reached approximately US$16.7 billion in the first nine months of 2024. The Middle East’s green finance momentum shows no signs of slowing down.
Sharjah issued its second sustainable bond in February, Oman introduced a Sustainable Finance Framework, and Qatar is preparing to launch its first green bond. Saudi Arabia, which has already raised billions through PIF, is now contemplating its sovereign green issuance and has unveiled a Green Financing Framework to map out its climate commitments.
While the rapid expansion of green finance is encouraging, critical questions remain. Is the region truly committed to sustainability, or is this a convenient way to tap into a growing global investor base? Liquidity concerns, transparency issues, and pricing inconsistencies still loom large. Masdar’s CEO put it bluntly: “I’m not convinced that people are paying that greenium right now.”
Ultimately, the success of the region’s green finance push will depend on whether these issuances translate into real and measurable environmental impact. Investors are watching closely. The Middle East’s green finance boom is here, but whether it is a lasting transformation or just another financial trend remains to be seen.

The Middle East’s Green Finance Boom: Hype or Real Transformation?

SP Group, Singapore-based electricity and gas distribution company, <a href="https://www.spgroup.com.sg/wcm/connect/spgrp/706f39ff-03e3-4af1-9b13-12e532995c85/%5B20200831%5D+Media+Release+-+SP+Group+Partners+Sino-Singapore+Guangzhou+Knowledge+City+to+Develop+Energy-Saving+Solutions.pdf?MOD=AJPERES&amp;CVID=" target="_blank" rel="noopener noreferrer">signed</a> an agreement with the Sino-Singapore Guangzhou Knowledge City Investment and Development Company Limited (GKC Co) to establish a joint venture. The joint venture will develop district cooling, heating, and integrated energy solutions that will help the China-Singapore Guangzhou Knowledge City to achieve energy savings. According to the agreement, both companies will also focus on integrating sustainable energy solutions such as distributed energy, energy storage, energy efficiency, and energy management system.
Gulf Cooperation Council Interconnection Authority (GCCIA) has <a href="https://www.hitachiabb-powergrids.com/in/en/news/global-news/press-releases/hitachi-abb-power-grids-awarded-three-year-contract-by-gulf-coop" target="_blank" rel="noopener noreferrer">awarded</a> a three-year contract to Hitachi ABB Power Grids for its newly launched RelCare solution. According to the agreement, GCCIA will use the RelCare solution to remotely monitor the maintenance of all their substations across the six Gulf countries. It is likely to improve the corporation’s operational performance and enhance the reliability of its network system. GCCIA will utilize Hitachi ABB Power Grid’s technology to enhance the operational efficiency of its 400 kV network, running over 1200 kilometers with a maximum interconnection power of 1.2 GW.
The European Bank for Reconstruction and Development (EBRD) <a href="https://www.ebrd.com/news/2020/ebrd-supports-green-expansion-of-ukrainian-retailer-novus.html" target="_blank" rel="noopener noreferrer">announced</a> that it would provide a financing package of $100 million to Ukraine’s food retailer Novus Group for the development of Ukraine’s first green distribution center in Kyiv and other new stores across the country. Up to $ 35 million of the amount will be syndicated to commercial banks. The financing package would be used for the construction or refurbishment of more than 30 new Novus stores by the end of 2022. Japan and the European Union have provided the grant funding for the project through the EBRD Finance and Technology Transfer Centre for Climate Change.
Australia is <a href="https://oilprice.com/Alternative-Energy/Renewable-Energy/Australia-Looks-To-Take-The-Lead-In-The-Hydrogen-Boom.html" target="_blank" rel="noopener noreferrer">developing</a> a 15 GW project that will generate hydrogen for export. As part of the project, a <a href="https://hydrogenrenewablesaustralia.com/wp-content/uploads/2019/11/Factsheet-Project-FINAL-v3.pdf" target="_blank" rel="noopener noreferrer">5 GW</a> renewable hydrogen export operation is being developed in Western Australia in the town of Kalbarri. The $20 billion project could become the world’s largest wind-solar hybrid with the vast amounts of renewable energy generated used to produce hydrogen for export. Considering the challenges of transporting hydrogen, the first phase of the Kalbarri project looks to blend the hydrogen with natural gas to lower its carbon footprint.
