					</table>Two Rajasthan distribution companies, Jodhpur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jdvvnl/" target="_blank" rel="noopener">JdVVNL</a>) and Jaipur Vidyut Vitran Nigam (<a href="https://energy.rajasthan.gov.in/jvvnl/" target="_blank" rel="noopener">JVVNL</a>), have invited bids to set up 110 MW of grid-connected rooftop solar systems each across both distribution areas in Rajasthan under the PM Surya Ghar: Muft Bijli Yojana.
The projects will be implemented under the utility-led aggregation (ULA) model and will include installing 1.1 kW of rooftop solar systems for 100,000 residential consumers each in Jodhpur and Jaipur, with net metering.
The ULA model is being implemented for consumers with up to an average of 150 units of power consumption per year.
The last date to submit bids is July 29, 2026. Bids will be opened on July 31, 2026.
Bidders must pay an earnest money deposit equal to 2% of the estimated individual project cost, and successful bidders must furnish a performance security equal to 10% of the contract value.
They must pay a tender fee of ₹10,000 (~$104.63) each.
The estimated project cost is ₹6.28 billion (~$65.7 million) each.
The scope of work covers design, engineering, supply, installation, testing, commissioning, and integration of rooftop solar systems with a remote monitoring system. It also entails operation and maintenance (O&amp;M) services for 5 years, with an additional 5-year maintenance period, bringing the total O&amp;M responsibility to 10 years.
The projects must be completed within six months from the issuance of the letter of award.
The projects have been divided into 18 lots under JVVNL and 13 lots under JdVVNL. If bidders are awarded projects in multiple lots, they may be awarded up to 20,000 customers and up to 5 lots per bidder.
Bidders must be registered or empaneled under the MNRE&#8217;s PM Surya Ghar program. They must have designed, engineered, supplied, installed, tested, commissioned, and provided O&amp;M for grid-connected rooftop and/or ground-mounted solar projects over the last three years with a cumulative capacity of at least 10% of the estimated project capacity.
The projects must use solar modules and cells complying with the domestic content requirements. Modules must also be warranted for output peak watt capacity of at least 90% at the end of 10 years and 80% at the end of 25 years.
They must also have maintained a positive net worth during the last three financial years up to FY 2024-25, and an average annual turnover of at least 30% of the estimated project value in at least three of the last five years. They must possess liquid assets or credit facilities equivalent to at least 10% of the estimated project cost.
The projects must maintain an annual capacity utilization factor of at least 19%, and penalties apply if CUF falls below 17%.
Last year, JVVNL <a href="https://www.mercomindia.com/jaipur-discom-floats-tenders-for-1-2-gw-solar-projects-under-kusum" target="_blank" rel="noopener">floated</a> 13 tenders for 1,200.7 MW grid-connected solar projects at various 33/11 kV sub-stations under Component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program.
In the same year, JdVVNL <a href="https://www.mercomindia.com/jodhpur-invites-bids-for-450-mw-solar-projects-under-kusum" target="_blank" rel="noopener">floated</a> five tenders for grid-connected solar projects with a cumulative capacity of 450 MW under the PM KUSUM – Component A.

Rajasthan Tenders 220 MW Rooftop Solar Projects Under PM Surya Ghar

The Rajasthan Vidyut Utpadan Nigam Limited (<a href="http://energy.rajasthan.gov.in/rvunl" target="_blank" rel="noopener noreferrer">RVUNL</a>) has not renewed the Power Purchase Agreements it had signed with wind generators, despite the Rajasthan Electricity Regulatory Commission (RERC) passing an order to ensure continuity in renewable power purchases.
The PPAs, which expired in March 2019, have not been renewed yet.
Speaking to Mercom, the Indian Wind Power Association’s (<a href="http://www.windpro.org/contactus.html" target="_blank" rel="noopener noreferrer">IWPA)</a> Rajasthan State Council’s Coordinator Santosh Kumar Sharma reiterated the development, saying, “The wind power developers in Rajasthan face the dual problem of PPAs not being signed, as well as dues to the tune of ₹8.43 billion ($122 million) from the DISCOMS of Jaipur, Jodhpur, and Ajmer since September of 2018.”
The RVUNL has been consuming the power produced from these developers, but it has not renewed the PPAs, which were signed for a five-year term. The project term is for 25 years, with the industry norm of renewing PPAs every five years.
In March 2019, the Regulatory <a href="https://mercomindia.com/rajasthan-amends-regulations-rec-and-rpo/" target="_blank" rel="noopener noreferrer">Commission had issued new amendments</a> to its regulations on renewable energy certificate and renewable purchase obligation compliance framework. According to the amendment, for distribution licensees, the effective electricity component price applicable to the projects commissioned up to March 31, 2019 and covered under REC mechanism will be equal to the pooled cost of power purchase, which has been capped at average of pooled cost of power purchase for Jodhpur Vidyut Vitran Nigam Limited (<a href="http://energy.rajasthan.gov.in/content/raj/energy-department/jodhpur-vidyut-vitran-nigam-limited/en/home.html" target="_blank" rel="noopener noreferrer">JdVVNL</a>) for the period from FY 2011-12 to FY 2016-17, at ₹3.14 (~$0.045)/kWh.
Later, in an interim order, the Rajasthan High Court had directed the state government to comply and ensure the renewal of PPAs along with the clearing of dues by the DISCOMs.
Speaking to media at Jaipur, Rajendra Vyas, president of Rajasthan Chapter, Indian Wind Power Association said, “Despite repeatedly taking up the matter with the DISCOMs, RERC, and even the state energy department and the minister concerned, no headway has been achieved so far.”
Rajasthan wind developers are facing the double whammy of payment delays and high deviation settlement charges making their projects unviable.
Recently, <a href="https://mercomindia.com/court-upholds-deviation-settlement-rajasthan/" target="_blank" rel="noopener noreferrer">Mercom</a> had reported that a petition filed by the Indian Wind Power Association had challenged the validity of the deviation settlement mechanism regulations passed by the Rajasthan Electricity Regulatory Commission and requested it to be scrapped. The members of <a href="https://mercomindia.com/court-upholds-deviation-settlement-rajasthan/">IWPA</a> had pleaded that the DSM charges were high and that they were major sufferers due to unscheduled power cuts, refusal to offtake power by the state power distribution companies despite good generation during peak hours.
In another instance, a group <a href="https://mercomindia.com/rajasthan-wheeling-solar-and-wind-captive/" target="_blank" rel="noopener noreferrer">of six independent power producers</a> had filed separate petitions before the Rajasthan Electricity Regulatory Commission for the settlement of disputes regarding the methodology adopted by the DISCOMs in levy of wheeling charges. The six petitioners, who are wind and solar energy generators for captive use, had entered into a Wheeling and Banking Agreement with the concerned DISCOMs.
