					</table>Jammu Power Distribution Corporation (<a href="https://jpdcl.jk.gov.in/" target="_blank" rel="noopener">JPDCL</a>) has invited bids to select Renewable Energy Service Companies (RESCOs) to develop 154 MW of grid-connected rooftop solar projects across ten districts of the Jammu Division.
The projects will be implemented under the utility-led aggregation model of the PM Surya Ghar: Muft Bijli Yojana and are intended to serve about 77,333 Antyodaya Anna Yojana (AAY) households. Each rooftop solar system will have an individual capacity of 2 kW.
Bids must be submitted by August 6, 2026. Bids will be opened on August 7.
The tender covers the districts of Jammu, Samba, Kathua, Reasi, Udhampur, Ramban, Doda, Kishtwar, Rajouri, and Poonch.
Bidders must furnish an earnest money deposit ranging from ₹1 million (~$10,401) to ₹6.6 million (~$68,647) and a tender fee of ₹20,000 (~$208) per district.
The successful bidders must also submit a performance bank guarantee ranging from ₹9.5 million (~$98,721) to ₹13.7 million (~$142,367).

The scope of work includes the complete project lifecycle, including design, engineering, financing, procurement, supply, installation, testing, commissioning, warranty, remote monitoring, operation and maintenance, obtaining statutory permits, insurance, and power generation. The systems will be grid-connected, with net meters or smart meters installed by JPDCL.
The operation and maintenance period will extend for the entire contract duration, which will be either 10 years or 25 years depending on the tariff discovered through the bidding process. The installation and commissioning project must be completed within 180 days.
The bidder must be a registered vendor on the MNRE portal for PM Surya Ghar, PM-KUSUM, the National Solar Mission, or any other solar program launched by MNRE. In the case of a JV/consortium, at least one partner must be a registered vendor on the MNRE portal to be eligible to participate in the RFP.
Bidders must have a minimum net worth for FY 2024-25 ranging from ₹24.9 million (~$258,986) to ₹165.1 million (~$1.72 million). Bidders applying for multiple districts must meet the cumulative net worth requirement. Audited financial statements for FY 2022-23, FY 2023-24, and FY 2024-25 must be submitted.
All modules must also be included in the Approved List of Models and Manufacturers compliant with the Domestic Content Requirement.
The tender also provides for liquidated damages for delays in project completion and for failure to meet generation obligations. An annual generation below the benchmark average of 200 units per month for each installation will attract a penalty calculated based on the annual shortfall multiplied by the average power purchase cost in Jammu and Kashmir plus 8%.
Last February, Jammu and Kashmir Energy Development Agency <a href="https://www.mercomindia.com/jakeda-issues-empanelment-tender-for-175-mw-rooftop-solar-projects" target="_blank" rel="noopener">issued</a> a tender to empanel developers to set up 175 MW rooftop solar projects under the renewable energy service company model on government buildings in the union territory.

Jammu Power Distribution Corporation Tenders 154 MW Rooftop Solar Projects

Jammu and Kashmir Energy Development Agency (<a href="https://jakeda.jk.gov.in/" target="_blank" rel="noopener">JAKEDA</a>) has invited expressions of interest (EoIs) to install 5 MW of ground-mounted solar projects of 500 kW &#8211; 2 MW capacity within a radius of 5 km from substations notified by the Jammu Power Distribution Corporation Limited (JPDCL) and the Kashmir Power Distribution Corporation Limited (KPDCL).
The projects will be developed under Component A of the Pradhan Mantri Kisan Urja Suraksha evam Utthan Mahabhiyan (PM-KUSUM) program.
The last date to submit the bids is March 28, 2022. Bids will be opened on March 29.
Under Component A of the PM-KUSUM program, the government aims to set up 10,000 MW of grid-connected solar power projects of individual project size of up to 2 MW.
Interested bidders will have to submit an amount of ₹100,000 (~$1,321)/MW as an earnest money deposit to participate in the bidding process. The successful bidder will have to furnish an amount equivalent to ₹500,000 (~$6,608)/MW as a performance bank guarantee within 30 days from the issuance of the letter of award.
The solar power projects near these substations may be developed, preferably by farmers, utilizing their barren and uncultivable land for solar power projects. The project must be commissioned within nine months from the date of the issuance of the letter of award.
The land requirement for setting up a solar power project will be four acres/MW.
Such developers who have signed lease agreements with the farmers, groups of farmers, cooperative societies, panchayats, farmers producer organizations, and water user associations for setting up solar power projects can also apply under the program.
The solar power generator should develop the necessary land and related infrastructure to set up the solar power project and ensure the timely completion of the project and connectivity from the substation as per the prescribed timelines. The solar power generator should ensure adequate arrangements for interconnecting the solar power project, metering point, and delivery point with the feeding substation.
Farmers, groups of farmers, cooperatives, panchayats, farmer producer organizations, and water user associations that have their land or have land lease agreements will be eligible to participate under this program and be treated as solar power generators.
If they cannot arrange the required equity for setting up a solar power project, they can implement the solar project through a developer by signing a land lease agreement.
If the developer is setting up a solar power project on leased land, his net worth should not be less than ₹10 million (~$132,167)/MW of the quoted capacity.
The solar power generator will sign the power purchase agreement (PPA) for 25 years with JPDCL and KPDCL within two months from the date of the issuance of the letter of award.
JAKEDA has stated that it will be mandatory for the solar power generator to maintain a capacity utilization factor (CUF) of 15% annually during the entire period of the PPA.
Last August, the Ministry of New and Renewable Energy <a href="https://mercomindia.com/deadline-solar-component-kusum-extended/" target="_blank" rel="noopener">extended</a> the time to complete grid-connected solar projects under ‘Component-A’ of the PM-KUSUM program until March 31, 2022.
According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener">India Solar Tender Tracker</a>, tenders for 2,127 MW of solar projects have been floated in the country under Component-A of the KUSUM program by various organizations.
