					</table>Utility-scale solar and onshore wind continue to offer the lowest unsubsidized levelized cost of energy (LCOE) in the U.S., even as higher capital costs, interest rates, tariffs, and supply-chain repricing have pushed renewable energy prices higher, according to <a href="https://www.lazard.com/" target="_blank" rel="noopener">Lazard.</a>
In its ‘2026 Levelized Cost of Energy Plus’ report, Lazard estimates the unsubsidized levelized cost of utility-scale solar at $40 to $98/MWh, and onshore wind costs range from $37 to $99/MWh.

In its 2025 analysis, Lazard <a href="https://www.mercomindia.com/unsubsidized-solar-remains-most-cost-efficient-energy-option?" target="_blank" rel="noopener">estimated</a> the unsubsidized LCOE of utility-scale solar power at $38 to $78/MWh and onshore wind power at $37 to $86/MWh. In 2024, the range was slightly <a href="https://www.mercomindia.com/onshore-wind-and-utility-scale-solar-in-the-u-s" target="_blank" rel="noopener">wider</a>, from $29/MWh to $92/MWh for utility-scale solar and $27/MWh to $73/MWh for onshore wind.
Lazard said solar, wind, and energy storage are likely to account for most near-term capacity additions because of their shorter development timelines. However, rising electricity demand has also led to a sharp increase in the number of announced gas generation projects. Supply constraints on gas turbines and longer delivery schedules could put further pressure on project costs.
Cost of New Generation
Lazard estimates that the unsubsidized LCOE for community, commercial, and industrial solar projects will range between $88 and $197/MWh.
Utility-scale solar combined with storage costs between $61 and $156/MWh, while onshore wind paired with storage costs between $49 and $140/MWh.
The cost of geothermal generation is estimated at $67-$111/MWh, while offshore wind ranges from $105-$167/MWh.
Among conventional sources, coal generation costs range from $72 to $177/MWh, and new U.S. nuclear generation costs range from $175 to $255/MWh.
Renewable Costs Rise from 2021 Lows
The average levelized cost of utility-scale solar fell from $359/MWh in 2009 to $36/MWh in 2021. It increased to $69/MWh in 2026.
The average cost of onshore wind declined from $135/MWh in 2009 to $38/MWh in 2021 before rising to $68/MWh in 2026.
Between 2009 and 2026, utility-scale solar costs declined by approximately 81%, while onshore wind costs fell by approximately 50%.
However, utility-scale solar costs have increased by approximately 85% since 2021. Onshore wind costs have risen by approximately 70% over the same period.
Solar and Wind Costs Remain Capital-Driven
Renewable energy costs remain highly sensitive to capital expenditures and financing, as solar and wind projects incur no fuel costs.
For utility-scale solar, Lazard assumes capital expenditure of $1,250 to $1,850/kW and fixed operations and maintenance expenses of $8.25 to $26.25/kW/year.
At the low end of the utility-scale solar range, capital costs account for approximately $36/MWh, while fixed operating costs contribute approximately $3/MWh.
At the high end, capital costs account for approximately $83/MWh and fixed operating costs contribute approximately $15/MWh.
For onshore wind, capital expenditure ranges from $1,900 to $2,750/kW. Fixed operating costs range from $24.50 to $40/kW/year.

Nuclear Costs Remain Capital Intensive
New U.S. nuclear generation has an estimated levelized cost of $175-$255/MWh.
The analysis is based on publicly available cost estimates for Vogtle Units 3 and 4, the most recent completed large nuclear projects in the U.S.
Lazard assumes nuclear capital costs of $12,300 to $17,570/kW. Fixed operating costs range from $136 to $158/kW/year.
The assumed capacity factor is 89%-94%, and the fuel cost is $0.85/MMBtu. The assumed construction period is 84 months.
Tax Credits Reduce Renewable Costs
Lazard also analyzed the effect of the U.S. Investment Tax Credit, Production Tax Credit, and related bonus adders.
The levelized cost of utility-scale solar falls to $27-$83/MWh with the Investment Tax Credit. With the Production Tax Credit, it falls to $16-$81/MWh.
Onshore wind costs decline to $11 to $81/MWh with the Production Tax Credit.
Utility-scale solar with storage costs between $43 and $135/MWh with the Investment Tax Credit. Wind with storage costs range from $35 to $118/MWh.
Offshore wind costs range from $77 to $150/MWh with the Production Tax Credit.
Cost of Capital Has Large Impact
The report tested after-tax weighted average capital costs ranging from 4.2% to 10%.
The average cost of utility-scale solar rises from $53/MWh at the lower financing rate to $83/MWh at the higher rate.
Onshore wind increases from $53 to $81/MWh.
The average cost of new nuclear rises from $130 to $291/MWh, reflecting greater exposure to financing costs due to its high upfront capital requirements and long construction period.
Cost of Firming Renewable Generation
Lazard also calculated illustrative costs for firming solar, wind, and renewable-plus-storage resources using.Effective Load Carrying Capability and Net Cost of New Entry values published by U.S. grid operators.
Effective Load Carrying Capability measures the capacity contribution of a resource during periods when the power system faces the greatest reliability risk.
A 100 MW solar project with a 20% Effective Load Carrying Capability receives 20 MW of firm capacity credit. Lazard applies the regional Net Cost of New Entry to the remaining non-firm portion.
The levelized firming cost is calculated by multiplying nameplate capacity by the non-firm capacity share, the regional monthly Net Cost of New Entry, and 12 months. The result is divided by annual electricity generation based on the regional capacity factor.
Storage Improves Capacity Accreditation
For hybrid projects, Lazard assumes storage capacity equal to 50% of the solar or wind capacity, with a storage duration of four hours.
In the Midcontinent Independent System Operator region, solar has an Effective Load Carrying Capability of 39%. Solar with storage has an effective value of 55%.
In the California Independent System Operator region, solar accounts for 14%, compared with 41% for solar with storage.
In the PJM Interconnection region, solar accounts for 12%, while solar with storage accounts for 30%.
Wind and storage values also vary significantly across markets.
Lazard estimates that illustrative levelized firming costs frequently range from approximately $8 to $62/MWh across the regions studied.

Standalone Battery Storage Costs Increase
Lazard’s Levelized Cost of Storage analysis shows that utility-scale battery storage costs increased in 2026, reversing the previous year’s decline.
The unsubsidized cost of a 100 MW, two-hour standalone battery system ranges from $215 to $414/MWh.
The cost of a 100 MW, four-hour system ranges from $210 to $292/MWh.
On a capacity basis, two-hour storage costs $136 to $262/kW/year, while four-hour storage costs $266 to $369/kW/year.
Lazard assumes one cycle per day, 350 operating days per year, 90% depth of discharge, 10% overbuild, and a 20-year project life. The assumed electricity cost for charging is $40/MWh.
Battery Cost Assumptions
For two-hour systems, capital costs range from $270 to $580/kWh. Storage operating costs range from $5 to $8.75/kWh, while system efficiency ranges from 87% to 91%. The average levelized cost is approximately $315/MWh.
For four-hour systems, capital costs range from $270 to $365/kWh. Operating costs range from $3.75 to $7.75/kWh. and efficiency from 86% to 92%. The average levelized cost is approximately $251/MWh.
At the low end of the two-hour storage range, capital costs contribute $122/MWh, fixed operating costs contribute $33/MWh, and charging electricity accounts for $60/MWh.
At the high end, the components rise to $281/MWh, $66/MWh, and $67/MWh, respectively.
Tariffs Drive Storage Costs Higher
The average levelized cost of four-hour storage increased from approximately $254/MWh in 2025 to $292/MWh in 2026.
On a capacity basis, the average increased from approximately $319/kW/year to $369/kW/year.
Lazard attributed the increase to tariffs on imported lithium-ion batteries, which restricted access to low-cost Chinese battery cells.
The report said the U.S. storage Investment Tax Credit remains available through 2033. Foreign entity restrictions have also accelerated sourcing from Southeast Asian and domestic manufacturers.
With the Investment Tax Credit, the cost of two-hour storage falls to $152-$282/MWh, and that of four-hour storage to $148- $209/MWh.
On a capacity basis, two-hour storage with the tax credit costs $96-$178/kW/year. Four-hour storage costs $187-$264/kW/year.

Despite High Costs, Solar and Wind Still Cheapest New Power Sources: Report

					</table>Despite facing macroeconomic challenges and headwinds, unsubsidized utility-scale solar and onshore wind remain the most cost-effective energy generation technologies in the U.S. for the tenth consecutive year in 2025, according to <a href="https://www.lazard.com/" target="_blank" rel="noopener">Lazard</a>’s Levelized Cost of Energy+ (LCOE+) report.
The unsubsidized LCOE for standalone utility-scale solar in 2025 ranges between $38/MWh and $78/MWh. In 2024, the range was slightly <a href="https://www.mercomindia.com/onshore-wind-and-utility-scale-solar-in-the-u-s" target="_blank" rel="noopener">wider</a>, ranging from $29/MWh to $92/MWh.
In 2009, the base year considered in the report, solar was still among the most expensive sources of energy, with costs ranging from $323/MWh to $394/MWh. From 2009 to 2025, the levelized cost of utility-scale solar declined at an average annual rate of 11% at the low end and 84% at the high end.
According to the report, while the technology still leads on cost, the sharp price drops seen in earlier years have leveled off since 2020. This change is due to inflation, higher interest rates, and increased capital costs. Key cost pressures include rising labor and balance-of-project expenses, as well as stabilized module prices after earlier supply chain issues. Efficiency gains and longer system lifespans have continued but at a slower pace. Even with these challenges, utility-scale solar remains one of the lowest-cost options for new power generation and continues to anchor global renewable energy strategies.

Standalone Onshore Wind 
Onshore wind’s LCOE in 2025 falls within a range of $37/MWh to $86/MWh, indicating a modest increase from previous years. Earlier, sharp cost declines slowed due to rising capital costs across the supply chain. Turbine prices rose due to global commodity inflation, increased logistics and transportation expenses, and limited availability of large turbine components. At the same time, technological improvements such as larger turbines and higher capacity factors are helping offset some of the cost increases. These advancements continue to support the competitiveness of onshore wind despite upward cost pressures.
Standalone Offshore Wind 
Offshore wind remains the most capital-intensive among major renewable generation technologies. According to the 2025 Lazard report, the unsubsidized LCOE for offshore wind varied between $70/MWh and $157/MWh. These high costs are driven by the complexity of offshore construction, which necessitates specialized labor and equipment for operating in marine environments. Such projects also need expensive grid connections and underwater transmission systems, along with longer development timelines compared to land-based systems.
However, the report stated that offshore wind offers significant advantages despite its high costs. It delivers high and stable capacity factors, can supply power to dense coastal areas, and enables large-scale deployment where land is limited. Lazard expects the cost of offshore wind to decrease over time as the industry scales and benefits from a more competitive supply chain and faster permitting processes.
Solar + Storage Hybrid Systems
The LCOE for utility-scale solar-plus-storage systems in 2025 was between $50/MWh and $131/MWh on an unsubsidized basis. This range represents a significant improvement over 2024, primarily due to declining battery prices and enhanced integration efficiency. A surplus of lithium-ion batteries has reduced module prices, while improvements in energy density and battery lifespan have enhanced overall system performance. These hybrid setups also use shared components, such as inverters and electrical systems, which help cut capital costs.
Solar-plus-storage projects are being deployed more widely to deliver firm, clean power during evening peaks and other periods of high demand. As battery costs continue to decline, these systems are becoming cost-competitive with traditional peaking projects, providing utilities with a reliable renewable option to support grid stability.
Energy Storage: Trends and Market Drivers
Lazard’s 2025 Levelized Cost of Storage analysis shows significant cost reductions across both utility-scale and commercial battery systems. The most significant drops are seen in utility-scale four-hour lithium-ion setups, which are being added rapidly alongside new renewable projects. This trend is driven by a global surplus of lithium-ion batteries, resulting in lower prices, alongside steady improvements in battery efficiency and performance.
Costs for utility-scale standalone systems with a capacity of 100 MW and a four-hour duration have decreased consistently over the past five years. In 2020, the levelized cost of storage ranged from $132/MWh to $245/MWh. By 2021, the range shifted slightly lower to between $131/MWh and $232/MWh in 2021. In 2022, costs rose temporarily, with the range widening to between $200/MWh and $257/MWh. This growth was followed by a moderate <a href="https://www.mercomindia.com/renewable-generation-conventional-energy-in-the-us" target="_blank" rel="noopener">drop</a> in 2023 to a range of $170/MWh to $296/MWh. In 2025, the range fell again to between $115/MWh and $254/MWh. The average values over this period reflect a compound annual decline rate of 5% at the high end and 1% at the low end of the cost range.
Battery storage is now being used for more than just frequency regulation and energy arbitrage. It plays a growing role in capacity firming and the integration of renewable energy. While the overall cost trend is downward, Lazard notes increased price volatility resulting from changing geopolitical factors, tariff policies, and shifts in the supply chain. Still, battery storage is becoming essential for expanding renewable energy and improving grid flexibility.
The report also highlights sharp cost declines for battery storage in both hybrid and standalone systems. These reductions are linked to weaker-than-expected demand for electric vehicles, which has created a surplus of battery cells, as well as to new technologies that enhance cell capacity and energy density.
Comparison with Conventional Generation
Lazard’s 2025 report continues to rank renewable energy technologies as the lowest-cost option for new power generation. In comparison, the unsubsidized LCOE for natural gas combined-cycle plants ranges from $48 to $109/MWh. Coal generation costs more than $100/MWh. Nuclear and gas peaker projects are even more expensive, making them less viable in most markets.
Solar and wind, whether standalone or paired with storage, remain cost-competitive without subsidies. Federal incentives, such as production or investment tax credits, would further strengthen this advantage. However, Lazard’s base-case LCOE figures do not include the impact of these subsidies.
Cost of Firming Intermittency
Lazard’s 2025 analysis includes a “Cost of Firming” metric to reflect the full system cost of integrating intermittent renewable energy sources. This metric estimates the additional expense of securing firm backup capacity. It is based on the effective load-carrying capability (ELCC) of the renewable source and the net cost of new entry for firm energy generation, such as gas turbines or battery storage.
As renewable use grows, ELCC typically declines. This means more backup is needed for each megawatt-hour of renewable power, which increases firming costs. Areas with high solar penetration face particularly high firming costs because peak solar output does not align with peak demand. Firming costs also vary by grid and capacity mix. For instance, using gas turbines in the region overseen by the Pennsylvania-New Jersey-Maryland Interconnection is much cheaper than using four-hour batteries in the California Independent System Operator’s area. These findings underscore the need to consider system-level costs when assessing resource adequacy and the real cost of renewable energy portfolios.

The company said it is seeking technical partners to supply BESS capable of delivering reliable energy storage. It is executing 4 GW of projects and will deliver 2 GW per year of round-the-clock capacity to some large industrial customers in India.

The scope of the work includes design, supply, erection, testing, commissioning, warranty, and comprehensive operation and maintenance for five years. The last date for submitting bids is June 16, 2024. Bids will be opened the same day.

					</table>The Levelized Cost of Energy (LCOE) for onshore wind and utility-scale solar is now competitive with conventional generation technologies, even without subsidies in some locations, a report by <a href="https://www.lazard.com/" target="_blank" rel="noopener">Lazard</a>, an asset management and financial advisory company, said.
It added that the cost of unsubsidized onshore wind can range from $24/MWh to $75/MWh, and the cost of utility-scale solar can range from $24/MWh to $96/MWh.
The cost of energy storage technologies is also declining rapidly, which is making it increasingly affordable to firm up the intermittency of renewable energy sources. It can help address the concerns about the variability of renewable sources and make integrating them into the grid easier.

While the reduction in costs continues, their rate of decline has slowed over the years.
The analysis also includes sensitivities for factors such as federal tax subsidies, fuel prices, carbon pricing, and cost of capital and shows how these factors can affect LCOE for different generation technologies.

Specifically, the LCOE for onshore wind ($24/MWh) and for utility-scale solar PV ($24/MWh) are lower in comparison to the marginal cost of coal-fired generation ranges from $29/MWh to $74/MWh, and the marginal cost of combined cycle gas-fired generation ranges from $51/MWh to $73/MWh.
According to Lazard&#8217;s analysis of unsubsidized LCOE, there have also been significant cost reductions in the historical pricing of utility-scale renewable energy generation technologies.
These cost reductions have been due to several factors, including lower capital costs, advancements in technology, and greater competition in the market.
The LCOE for renewable energy technologies, specifically utility-scale solar PV, recorded a decrease of 83% from $359/MWh in 2009 to $60/MWh in 2023. Onshore wind recorded a decrease of 63%, ranging from $135/MWh in 2009 to $50/MWh in 2033.
Both have decreased significantly over the past decade, making them increasingly cost-competitive with traditional fossil fuel technologies such as coal and natural gas combined cycle.
In contrast, the LCOE for coal and nuclear power has remained relatively stable.
The report also notes that the adoption of energy storage has been driven by regulatory incentives, falling costs, and the need to manage the variability of renewable generation.
Green hydrogen cost
The report notes that the cost of green hydrogen, which is produced using renewable energy sources such as wind and solar, is still relatively high compared to conventional fuels. However, the cost is expected to decline significantly over the next decade, driven by falling renewable energy costs, improvements in electrolysis technology, and economies of scale.
The report also highlights that the cost of blue hydrogen, which is produced using natural gas with carbon capture and storage, is already competitive with conventional fuels in some regions and  that blue hydrogen can play an important role in decarbonizing certain industries while green hydrogen scales up.
According to a Lawrence Berkely National Laboratory report, utility-scale solar projects’ LCOE <a href="https://www.mercomindia.com/falling-costs-drove-solar-installations-in-the-us-in-2021" target="_blank" rel="noopener">decreased</a> by about 85% in the U.S. since 2010 to $33/MWh in 2021.
The U.S. added 32 GW of renewable energy capacity in 2022, according to a BloombergNEF report.
