<p>A total of eight bids were successful in the auction, with one of the seven companies, Sandia, securing two projects. The successful bids represented the entire 38.2 MW capacity submitted during the bidding process, according to the Organization for Cross-regional Coordination of Transmission Operators (<a href="https://www.occto.or.jp/en/" target="_blank" rel="noopener">OCCTO</a>).</p>
<p>The lowest tariff quoted was ¥5.30 (~$0.033)/kWh, while the highest was ¥9.48 (~$0.06)/kWh. The weighted-average successful bid was ¥8.89 (~$0.056)/kWh.</p>
<p>OCCTO had set a ceiling price of ¥9.6 (~$0.06)/kWh for the auction.</p>
<p>AC12 secured the highest capacity at 29.9 MW, followed by Sandia at 2.5 MW, Japan Petroleum Exploration, and Solar Field 13 at 1.99 MW.</p>
<p>The auction received 13 business plans representing a cumulative capacity of 87.7 MW for eligibility screening. Of these, 12 applicants with projects totaling 87.3 MW were notified as eligible to participate.</p>
<p>Eight bids totaling 38.2 MW were eventually submitted. The weighted-average bid price was ¥8.89 (~$0.056)/kWh.</p>
<p>The auction, the second conducted in fiscal year 2026, was open to FIP-based solar power projects with a capacity of at least 250 kW.</p>
<p>Japan <a href="https://www.mercomindia.com/japan-awards-89-mw-solar-capacity-at-an-average-tariff-of-0-04-kwh" target="_blank" rel="noopener">selected</a> 29 bids for a total capacity of 89.2 MW to install 91 MW of solar projects under its 28<sup>th </sup>solar auction.</p>
<p>In the 27<sup>th</sup> auction, the country <a href="https://www.mercomindia.com/japan-awards-89-mw-solar-capacity-at-an-average-tariff-of-0-04-kwh" target="_blank" rel="noopener">awarded</a> 79 MW of solar capacity, with a weighted-average winning price of ¥4.61 (~$0.029)/kWh.</p>
<p>In Japan’s 26<sup>th</sup> solar auction, 16 companies <a href="https://www.mercomindia.com/japan-awards-75-mw-of-solar-projects-to-27-companies-in-26th-auction" target="_blank" rel="noopener">secured</a> 75.4 MW of projects from an original auctioned capacity of 163 MW. The auction was also open to solar projects of at least 250 kW under the FIP program.</p>
<p>In 2025, a record 664 GW of new solar capacity was <a href="https://www.mercomindia.com/solar-market-hits-record-664-gw-globally-in-2025-amid-fears-of-slow-growth" target="_blank" rel="noopener">installed</a> globally, taking the total operating capacity worldwide to about 2.9 TW, according to SolarPower Europe’s Global Solar Market Outlook 2026-2030. Japan added 5.8 GW of solar capacity during the year.</p>

<p>The auction was open to feed-in premium solar projects with a minimum capacity of 250 kW. The procurement target was set at 91 MW, with a ceiling tariff of ¥9.6 (~$0.06)/kWh.</p>
<p>A total of 36 project plans, representing 139.32 MW, were submitted for qualification review. Of these, 34 applicants with a combined capacity of 136.87 MW were found eligible to participate.</p>
<p>The auction received 33 bids totaling 135.37 MW, exceeding the offered capacity. The weighted average bid price was ¥7.62 (~$0.05)/kWh.</p>
<p>OCCTO initially awarded 91 MW of solar capacity across 30 bids. The winning tariffs ranged from ¥0 (~$0)/kWh to ¥7.89 (~$0.05)/kWh, with a weighted average tariff of ¥6.74 (~$0.04)/kWh.</p>
<p>KA Solar GK, which had secured the final-ranked award for a 1.76 MW project at ¥7.89/kWh, withdrew on June 30, 2026. Another bidder, AC12 GK, was subsequently selected as the replacement bidder for the same capacity at ¥9.37 (~$0.06)/kWh but also withdrew.</p>
<p>Following the withdrawals, OCCTO revised the results on July 9, reducing the final awarded capacity to 89.24 MW across 29 successful bids. The lowest and highest winning tariffs remained unchanged, while the weighted average tariff declined to ¥6.72 (~$0.04)/kWh.</p>

Japan Awards 89 MW Solar Capacity at an Average Tariff of $0.04/kWh

					</table><p>Japan’s Organization for Cross-regional Coordination of Transmission Operators (<a href="https://www.occto.or.jp/en/" target="_blank" rel="noopener">OCCTO</a>) has announced the results for the FY 2025 Long-Term Decarbonized Power Source Auction, selecting 28 winners, which included winners for 10 lithium-ion (Li-ion), nine for Li-ion, and two for pumped storage projects for a total energy storage capacity of 1.7 GW.</p>
<p>OCCTO awarded contracts for approximately 7.3 GW of future power capacity, including 4.26 GW of decarbonized energy sources. This included 551 MW of awarded capacity for Li-ion battery projects, 699 MW for non-Li-ion battery projects, and roughly 453 MW for pumped storage projects.</p>
<p>Battery Park 20 GK, <a href="https://chcbess.com/" target="_blank" rel="noopener">CHC Japan</a>, and CS Aomori Hachinohe ESS GK secured the three highest capacities for Li-ion battery projects. They won capacities of 114.01 MW, 112.35 MW, and 90.73 MW, respectively.</p>
<p>Battery Storage Station No. 3 GK, ZEUS GK, and Stonepeak Kingdom Holdings GK were the top three winners for non-Li-ion project capacities, securing 281.62 MW, 149.33 MW, and 141.51 MW, respectively.</p>
<p><a href="https://www.tepco.co.jp/en/rp/index-e.html" target="_blank" rel="noopener">TEPCO Renewable Power</a> and <a href="https://www.hepco.co.jp/english/" target="_blank" rel="noopener">Hokkaido Electric Power</a> secured capacities of 267.55 MW and 185.9 MW, respectively, for pumped storage projects.</p>

<p>In the same year, OCCTO <a href="https://www.mercomindia.com/lowest-tariff-revealed-japans-69-mw-solar-auction" target="_blank" rel="noopener">concluded</a> the 17th auction for 69.07 MW of grid-connected solar power projects, announcing 55 successful bidders. The total bid capacity in the auction was 110.89 MW.</p>
<p>The global energy transition continued to <a href="https://www.mercomindia.com/global-renewable-capacity-hit-49-of-installed-power-in-2025" target="_blank" rel="noopener">accelerate</a> in 2025, with renewable energy accounting for 49% of total installed power capacity worldwide, according to a recent report by the International Renewable Energy Agency. Renewables accounted for 85.6% of all new power capacity additions during the year, underscoring their dominant role in electricity system expansion. A total of 692 GW capacity was added in 2025, representing a 15.5% year-over-year growth. This pushed total global renewable power capacity to approximately 5,149 GW by the end of the year.</p>

<p>The auction was conducted for Feed-in Premium (FIP) solar power generation facilities with a capacity of 250 kW or higher under Japan’s renewable energy support framework. The auction had set a price cap of ¥8.68 (~$0.055)/kWh.</p>
<p>Eleven projects were selected through the auction process. The lowest successful bid price was ¥0.00/kWh, while the highest was ¥6.49 (~$0.041)/kWh.</p>
<p>According to OCCTO, 38 business plans were submitted for eligibility review prior to the bidding process, representing a combined generation capacity of 198.08 MW</p>
<p>Out of these, 37 applicants were notified of their eligibility to participate in the auction, representing a total capacity of 196 MW. A total of 23 bids were eventually submitted, covering a combined capacity of 162 MW. The weighted average bid price submitted by participants was ¥6.49 (~$0.041)/kWh.</p>
<p>In December 2025, OCCTO <a href="https://www.mercomindia.com/japan-awards-75-mw-of-solar-projects-to-27-companies-in-26th-auction" target="_blank" rel="noopener">announced</a> Japan’s 26<sup>th</sup> solar power auction for projects of at least 250 kW, securing 75.4 MW from the original auctioned capacity of 163 MW.</p>
<p>The FIP program was introduced in 2022 to promote renewable energy by adding a premium to the market price of power generated from renewables.</p>
<p>Global solar installations <a href="https://www.mercomindia.com/global-solar-installations-hit-a-record-597-mw-in-2024-report" target="_blank" rel="noopener">hit</a> a record high of 597 GW in 2024, a 33% increase year-over-year from 2023, according SolarPower Europe. Japan accounted for 1% of the total installations during the year.</p>
