					</table>REC Power Development and Consultancy (<a href="https://www.recpdcl.in/" target="_blank" rel="noopener">RECPDCL</a>) has invited bids to establish three packages of an interstate transmission system (ISTS) for evacuating 12 GW of renewable power from the Rajasthan Renewable Energy Zone Phase IV (Part 6), at the Bikaner Complex.
The projects will be developed on a build, own, operate, and transfer basis under three packages: Part A, Part B, and Part C.
The last date to submit bids for Parts A and B is October 16, 2026, while bids for Part C must be submitted by October 19. Bids for Parts A and B will be opened on October 16, while those for Part C will be opened on October 19.
The tender fee for each package is ₹500,000 (~$7,000), plus 18% goods and services tax (GST),
The projects must be completed within 36 months.
The transmission project is proposed to evacuate 12 GW of renewable energy and storage capacity, comprising 6 GW of solar generation and 6 GW of supply during non-solar hours, from the Bikaner Complex (Bikaner-V) in Rajasthan.
The power will be transmitted through an extra-high-voltage network to various load centers in the Northern and Eastern regions to meet future demand growth. The scheme is also expected to alleviate certain technical constraints in the existing Northern Region transmission network.
Part A
Bidders must furnish an earnest money deposit (EMD) for Part A of ₹737.2 million (~$7.72 million) and a contract performance guarantee (CPG) of ₹1.84 billion (~$19.26 million).
The scope of work covers establishing a 765/400 kV, 6×1,500 MVA and 400/220 kV, 10×500 MVA Bikaner-V pooling station near Bikaner. It also entails developing two 240 MVAr 765 kV bus reactors and two 125 MVAr 420 kV bus reactors.
The package includes installing a static synchronous compensator (STATCOM) rated at 2×+300 MVAr, four 125 MVAr mechanically switched capacitors (MSCs), and two 125 MVAr mechanically switched reactors (MSRs) at the Bikaner-V Pooling Station.
Successful bidders must also undertake the line-in-line-out (LILO) of one double circuit (D/C) of the 400 kV Bikaner II Pooling Station-Khetri twin high-temperature low-sag (HTLS) 2×D/C line at Bikaner-V.
A 765/400 kV, 2×1,500 MVA air-insulated substation (AIS) will be established near Pallu in Rajasthan&#8217;s Hanumangarh district. It will include two 240 MVAr 765 kV and two 125 MVAr 420 kV bus reactors.
It also encompasses the development of two D/C lines of the 765 kV Bikaner-V-Pallu line, LILO of both circuits of the 765 kV Bikaner-Moga D/C line at Pallu, and a 400 kV Pallu-Hanumangarh (Rajasthan Rajya Vidyut Prasaran Nigam) quad line.
Bidders must have completed infrastructure projects with an aggregate capital expenditure of at least ₹36.86 billion (~$385.84 million) in the last five years. Capital expenditure for each project must be at least ₹7.372 billion (~$77.17 million).
Alternatively, they must have received aggregate payments of at least ₹36.86 billion (~$385.84 million) from clients for infrastructure construction works fully completed during the last five financial years. Payments received from each project must be at least ₹7.372 billion (~$77.17 million).
They must also have a positive net worth and a minimum net worth of ₹14.744 billion (~$154.34 million) in one of the last three financial years.
Part B
Bidders must submit an EMD of ₹664 million (~$6.95 million) and a CPG of ₹1.66 billion (~$17.38 million).
The scope of work covers establishing a 765/400 kV, 3×1,500 MVA gas-insulated substation (GIS) at Panipat and constructing the 765 kV Pallu-Panipat 2×D/C transmission line with 240 MVAr switchable line reactors.
It also entails developing a 400/220 kV, 4×500 MVA substation near Mohali and the LILO of one circuit of the 400 kV Patiala-Panchkula double-circuit line.
The project also encompasses establishing the 400 kV Panipat substation-Mohali D/C Quad Moose line with 80 MVAr switchable line reactors at Mohali and the 400 kV Panipat substation-Mandola D/C quad line.
Bidders must have completed infrastructure projects with an aggregate capital expenditure of at least ₹33.2 billion (~$347.53 million) in the last five years. Capital expenditure for each project must be at least ₹6.64 billion (~$69.51 million).
Alternatively, they must have received aggregate payments of at least ₹33.2 billion (~$347.53 million) from clients for infrastructure construction works fully completed during the last five financial years. Payments received from each project must be at least ₹6.65 billion (~$69.61 million).
Bidders must have a positive net worth in the last three years and a minimum net worth of ₹13.28 billion (~$139.01 million) in one of the last three financial years.
Part C
Bidders must have an EMD of ₹662 million (~$6.93 million), and CPG is ₹1.655 billion (~$17.32 million).
The scope of work covers establishing a 765 kV AIS at Bulandshahr with two 330 MVAr bus reactors and constructing the 765 kV Panipat-Bulandshahr 2×D/C line with 240 MVAr switchable line reactors.
It also includes the LILO of the 765 kV Aligarh-Greater Noida line at Bulandshahr substation and construction of the 765 kV Bulandshahr-Noida Sector 148 D/C line.
Successful bidders must establish a 765/400 kV, 2×1,500 MVA AIS at Lucknow-II with two 330 MVAr 765 kV and two 125 MVAr 420 kV bus reactors.
The package also includes the 765 kV Bulandshahr-Lucknow-II D/C line with 330 MVAr switchable line reactors.
Bidders must have completed infrastructure projects with an aggregate capital expenditure of at least ₹33.1 billion (~$346.48 million) in the last five years. Capital expenditure for each project must be at least ₹6.62 billion (~$69.30 million).
Alternatively, they must have received aggregate payments of at least ₹33.1 billion (~$346.48 million) from clients for infrastructure construction works fully completed during the last five financial years. Payments received from each project must be at least ₹6.62 billion (~$69.30 million).
They must have a positive net worth in the last three financial years and a minimum net worth of at least ₹13.24 billion (~$138.59 million) in the last three financial years.
According to data <a href="https://www.mercomindia.com/rajasthan-sees-nearly-12-gw-of-solar-wind-curtailment-since-january" target="_blank" rel="noopener">published</a> by the state load dispatch center, Rajasthan Rajya Vidyut Prasaran Nigam, a staggering 11.5 GW of renewable energy has been curtailed in Rajasthan since January 2026, with March alone accounting for 8.3 GW, prompting developers to seek the state government’s intervention.
In July 2026, RECPDCL <a href="https://www.mercomindia.com/recpdcl-announces-winner-of-ists-project-to-evacuate-20-gw-of-renewables" target="_blank" rel="noopener">announced</a> the auction winner to develop an interstate transmission system to augment the Bhadla-III, Ramgarh pooling station, and Kanpur substation to evacuate 20 GW of renewable power in Rajasthan.
