					</table><p><a href="https://www.acme.in/" target="_blank" rel="noopener">ACME Cleantech Solutions</a> has won Solar Energy Corporation of India’s (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) auction to supply 75,000 metric tons (MT) of green ammonia annually to 12 fertilizer plants under the Strategic Interventions for Green Hydrogen Transition (SIGHT) program (Mode-2A-Tranche-I).</p>
<p>This is a part of a series of 13 auctions, under a tender aggregating a cumulative procurement capacity of 724,000 MT/year.</p>
<p>ACME won 75,000 MT/year at a tariff of ₹55.7 (~$0.64)/kg.</p>
<p>The tender was <a href="https://www.mercomindia.com/seci-724000-mt-green-ammonia-sight-program" target="_blank" rel="noopener">floated</a> in June this year. The green ammonia will be supplied to Paradeep Phosphates in Orissa for ten years.</p>
<p>SECI said the discovered price translates to approximately $641/MT, a substantial drop from the previously discovered price of $1,153/MT. This 10-year fixed-price bid provides a strong economic rationale for offtakers to initiate their clean energy transition journey.</p>
<p>The tender had specified that ACME must secure all approvals and permits, including those for land, and must ensure production, storage, and delivery to the drop-off point.</p>
<p>The company must also identify the land for the project, construct and own the facility, and handle all logistics up to the delivery. The awarded capacity will be produced and supplied directly by ACME, as trading or arbitrage is not permitted.</p>
<p>However, the company can meet up to 10% of the committed annual capacity through third-party or other sources.</p>
<p>The green ammonia supplied can be produced using renewable energy sourced from either a co-located or remotely located project. The producer or a third party can own these projects. They can also procure renewable energy from the power exchanges.</p>
<p>In 2023, the Union Cabinet <a href="https://www.mercomindia.com/cabinet-approves-%E2%82%B9197-billion-hydrogen-mission" target="_blank" rel="noopener">approved</a> the National Green Hydrogen Mission to facilitate demand creation, production, utilization, and export of green hydrogen with an initial outlay of ₹197.44 billion (~$2.3 billion).</p>
<p>A large portion of the funding — ₹174.9 billion (~$2.1 billion) — is earmarked for the SIGHT program. The rest of the outlay has been divided among other initiatives, including ₹14.66 billion (~$177 million) for pilot projects, ₹4 billion (~$48.3 million) for research and development, and ₹3.88 billion (~$46.8 million) towards other mission components.</p>
<p>Last year, SECI <a href="https://www.mercomindia.com/seci-invites-bids-for-green-under-sight-program" target="_blank" rel="noopener">invited</a> bids for the production and supply of green ammonia in India through cost-based competitive bidding under the SIGHT program.</p>


ACME Cleantech Wins SECI’s Auction to Supply 75,000 MT of Green Ammonia

					</table><p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids for the supply of 724,000 metric tons (MT) of green ammonia annually to 13 fertilizer plants under the Strategic Interventions for Green Hydrogen Transition (SIGHT) program (Mode-2A-Tranche-I).</p>
<p>The green ammonia producer must establish production facilities to supply green ammonia to SECI and be fully responsible for securing all required approvals and permits, including those for land, and must ensure production, storage, and delivery to the delivery point.</p>
<p>They must also identify land, construct and own the facility, and handle all logistics up to delivery.</p>
<p>The awarded capacity must be produced and supplied directly by the producer, as trading or arbitrage is not permitted.</p>
<p>However, the producers can meet up to 10% of the committed annual capacity through third-party or other sources.</p>
<p>The green ammonia supplied can be produced using renewable energy sourced from either a co-located or remotely located project. The producer or a third party may own these projects. They may also procure renewable energy from the power exchanges.</p>
<p>The supply period will be ten years.</p>
<p>Bids must be submitted by June 30, 2025. Bids will be opened on July 3.</p>
<p>Bidders must submit ₹25,000 (~$288) as a document fee and ₹1.5 million (~$) as a bid processing fee. They must also furnish an earnest money deposit of ₹5,000 (~$58)/MT.</p>
<p>Selected bidders must remit ₹7,500 (~$86)/MT as a performance bank guarantee before signing the green ammonia purchase agreement.</p>
<p>SECI will also charge a trading margin of ₹1.5 (~$0.017)/kg.</p>
<p>The bidders must have a minimum net worth of at least ₹50 million (~$576,116)/1,000 MT/annum of cumulative quoted production and supply capacity as of the last date of the previous financial year.</p>
<p>The producers will receive an incentive of ₹8.82 (~$0.101)/kg of green ammonia in the first year, ₹7.06 (~$0.081)/kg during the second year, and ₹5.30 (~$0.061)/kg during the third year. The total outlay for the incentives will be ₹15.3 billion (~$176.2 million).</p>
<p>In June last year, SECI <a href="https://www.mercomindia.com/seci-invites-bids-for-green-under-sight-program/" target="_blank" rel="noopener">invited</a> bids for the production and supply of green ammonia in India under the SIGHT program.</p>
<p>The Union Cabinet last year <a href="https://www.mercomindia.com/cabinet-approves-%E2%82%B9197-billion-hydrogen-mission" target="_blank" rel="noopener">approved</a> the National Green Hydrogen Mission with a budget of ₹197.4 billion (~$2.3 billion) up to the financial year 2029-30. A key initiative under this mission was the SIGHT program, which has an allocation of ₹174.9 billion (~$2.01 billion).</p>

					</table><p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has declared the results of its auction to select green hydrogen producers to set up production facilities for green hydrogen in India under the Strategic Interventions for Green Hydrogen Transition (SIGHT) Program (Mode-1-Tranche-II).</p>
<p>SECI awarded a total annual production capacity of 450,000 MT for a maximum allocated incentive of ₹22.39 billion (~$258.84 million).</p>
<p>Under Bucket 1, a total of 448,500 metric tons (MT) were awarded to <a href="https://orianapower.com/" target="_blank" rel="noopener">Oriana Power</a>, Suryadeep KA1 Project (<a href="https://insolare.com/" target="_blank" rel="noopener">InSolare</a>), <a href="https://www.lntgreen.com/" target="_blank" rel="noopener">L&amp;T Energy Green</a>, <a href="https://www.gh2solar.com/" target="_blank" rel="noopener">GH2 Solar</a>, Green Infra Renewable Energy Farms (<a href="https://sembcorpindia.com/" target="_blank" rel="noopener">Sembcorp</a>), <a href="https://waaree.com/" target="_blank" rel="noopener">Waaree Clean Energy Solutions</a>, <a href="https://www.amgreen.com/am-green-ammonia/" target="_blank" rel="noopener">AM Green Ammonia</a>, <a href="https://www.ril.com/businesses/new-energy-materials#:~:text=Energy%20storage%20and%20Green%20Hydrogen%20production&amp;text=For%20large%20scale%20and%20cost,giga%2Dscale%20electrolyser%20manufacturing%20facility." target="_blank" rel="noopener">Reliance Green Hydrogen and Green Chemicals</a> for a total allocated incentive of ₹22.21 billion (~$256.74 million).</p>
<p><a href="https://www.matrixgas.in/" target="_blank" rel="noopener">Matrix Gas and Renewables</a> was the sole winner under Bucket 2, bagging 1,500 MT for an allocated incentive of ₹178.5 million (~$2.06 million).</p>
<p>To maximize the production of green hydrogen and its derivatives, improve cost competitiveness, and promote large-scale utilization, bidders could choose between technology-agnostic pathways (Bucket 1) or biomass-based pathways (Bucket 2).</p>

<p>The tender was <a href="https://www.mercomindia.com/seci-invites-bids-for-green-facilities-under-sight-program/" target="_blank" rel="noopener">floated</a> in July last year.</p>
<p>The selected bidders must establish production facilities for green hydrogen and its derivatives. The main goals are to facilitate rapid expansion, advance technology, and reduce production costs of green hydrogen and its derivatives in India.</p>
<p>The green hydrogen production facilities will have 36 months from the date of issuance of the letter of award to commission the full production capacity.</p>
<p>Bidders were allowed to submit a single bid undertaking to set up the green hydrogen production facilities. The projects could quote in multiples of 500 MT/annum only. The quoted capacity should remain constant over the first three years from the start of commercial production in thousand metric tons.</p>
<p>The minimum bid capacity for technology-agnostic pathways was 10,000 MT per annum, and the maximum was 90,000 MT per annum. The minimum bid capacity for biomass-based pathways was 500 MT per annum, and the maximum was 4,000 MT per annum.</p>
<p>The successful bidders can choose the location of the projects at their discretion, cost, risk, and responsibility. They are also free to change the project location during the execution of the project or construction period.</p>
<p>Producers must submit a quarterly progress report to SECI detailing the project progress and providing reasons for any delays, if applicable.</p>
<p>Reliance Green Hydrogen and Green Chemicals, ACME Cleantech Solutions, Greenko ZeroC, HHP Two (Hygenco), Bharat Petroleum Corporation, Welspun New Energy, Torrent Power, Calcutta Electric Supply Corporation, UPL, and JSW Neo Energy were among the <a href="https://www.mercomindia.com/greenko-acme-reliance-winners-secis-green-hydrogen-auction/" target="_blank" rel="noopener">winners</a> of SECI’s Mode-I, Tranche-I auction.</p>

<p>The manufacturing capacities will be set up under the Ministry of New and Renewable Energy’s (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) Tranche-I of the Strategic Interventions for Green Hydrogen Transition (SIGHT) program.</p>
<p>The tender <a href="https://www.mercomindia.com/seci-rfs-1-5-gw-electrolyzer-manufacturing" target="_blank" rel="noopener">floated</a> in July sought proposals under two buckets</p>
<ol>
<li>Electrolyzer manufacturing capacity based on any stack technology (1,200 MW) and</li>
<li>Electrolyzer manufacturing capacity based on indigenously developed stack technology (300 MW).</li>
</ol>
<p>Under Bucket I, Reliance, John Cockerill, and Jindal India won 300 MW per year capacity with a maximum incentive allocation of ₹4.44 billion (~$53.6 million) each.</p>
<p>Other winners included <a href="https://www.ohmium.com/" target="_blank" rel="noopener">Ohmium Operations</a>, who won 137 MW/annum for a maximum incentive allocation of ₹2.03 billion (~$24.51 million), <a href="https://advaitinfra.com/" target="_blank" rel="noopener">Advait Infratech</a> (consortium with <a href="https://rajeshpower.com/" target="_blank" rel="noopener">Rajesh Power Service</a>) won 100 MW with an incentive allocation of ₹1.48 billion (~$17.87 million).</p>
<p><a href="https://www.lntgreen.com/our-businesses/green-manufacturing-electrolyser/" target="_blank" rel="noopener">L&amp;T Electrolyzers</a> won 63 MW out of the 300 MW per annum quoted capacity with an incentive allocation of ₹932.4 million (~$11.26 million).</p>
<p>The total bids received for Bucket I were 2,842 MW per annum.</p>

<p>Under Bucket II, <a href="https://www.h2epower.net/" target="_blank" rel="noopener">Homihydrogen</a> won 101.5 MW/annum capacity with an incentive allocation of ₹1.5 billion (~$18.11 million), and Adani New Industries won 198.5 MW/annum capacity with an incentive allocation of ₹2.94 billion (~$35.49 million).</p>
<p>Adani had quoted for 300 MW/annum capacity.</p>
<p>The total bids received for Bucket II were 486.5 MW/annum.</p>

<p>The selected bidder must set up the manufacturing facilities within 24 months of receiving the letter of award.</p>
<p>The guaranteed life of electrolyzers must be at least 60,000 hours.</p>
<p>According to the tender, the bidders who win less than 300 MW in the first bucket will be considered for the balance capacity under the second bucket.</p>
<p>The maximum incentive allocation under both buckets is for the entire incentive period.</p>
<p>The base incentive for both buckets will start at ₹4,440 (~$53.13)/kW in the first year and progressively reduce to ₹3,700 (~$44.68)/kW in the second year, ₹2,960 (~$35.74)/kW in the third year, ₹2,220 (~$26.81)/kW in the fourth year, and ₹1,480 (~$17.87)/kW in the fifth year.</p>

					</table><p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has issued a request for selection (RfS) of electrolyzer manufacturers for setting up 1.5 GW of electrolyzer manufacturing capacities in India under Tranche-I of the Strategic Interventions for Green Hydrogen Transition (SIGHT) Program.</p>
<p>The last date to submit the bids is September 5, 2023. Bids will be opened on September 8.</p>
<p>Bidders must submit a bid processing fee of ₹1.5 million (~$18,153) and an earnest money deposit of ₹740,000 (~$8,955)/MW of the quoted capacity.</p>
<p>The successful bidders must submit a performance bank guarantee of ₹1.48 million (~$17,911)/MW of the allotted capacity within 15 days of receiving the notification of the award.</p>
<p>Under the Ministry of New and Renewable Energy’s (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) SIGHT program, the government has <a href="https://www.mercomindia.com/ministry-175-billion-program-green-hydrogen" target="_blank" rel="noopener">allotted</a> ₹44.4 billion (~$537.33 million) as incentives for electrolyzer manufacturing.</p>
<p>SECI will act as the implementing agency for the transparent selection process and provide incentives based on the capacity calculated per kW.</p>
<p>The base incentive will start at ₹4,440 (~$54)/kW in the first year and progressively reduce to ₹3,700 (~$45)/kW in the second year, ₹2,960 (~$36)/kW in the third year, ₹2,220 (~$27)/kW in the fourth year, and ₹1,480 (~$18)/kW in the fifth year.</p>
<p>The bids are invited under two buckets – (i) Electrolyzer manufacturing capacity based on any stack technology (1200 MW) and (ii) Electrolyzer manufacturing capacity based on indigenously developed stack technology (300 MW).</p>
<p>Bidders submitting offers for the first bucket must bid for a minimum of 100 MW and a maximum of 300 MW manufacturing capacity. For the second bucket, bidders can submit offers for up to 300 MW manufacturing capacity.</p>
<p>Bidders will be allowed to bid for either or both the buckets. The bids for the first bucket will be decided first, and the maximum capacity allotted to a single bidder will be limited to 300 MW.</p>
<p>The bidders who win less than 300 MW in the first bucket will be considered for the balance capacity under the second bucket.</p>
<p>The selected bidder must set up the manufacturing facilities within 24 months of receiving the letter of award.</p>
<p>Bidders will be evaluated based on two crucial parameters to encourage efficient and high-quality electrolyzers in India.</p>
<p>The first parameter is the Specific Energy Consumption (SEC), which directly impacts the cost of green hydrogen production. The incentives will consider SEC as a determining factor, which should be equal to or less than 56 kWh/kg of green hydrogen production.</p>
<p>The second parameter is local value addition, where bidders must demonstrate a progressive increase in local value addition ranging from 40% to 80% for alkaline electrolyzers and 30% to 70% for proton exchange membrane/anion exchange membrane/solid oxide electrolyzers, year by year.</p>
<p>Bidders must specify their annual manufacturing capacity, committed SEC for each year, and committed local value addition.</p>
<p>The guaranteed life of electrolyzers must be at least 60,000 hrs.</p>
<p>To be eligible, the net worth of the bidders for the financial year 2022-23 must be equal to or greater than ₹10 million (~$121,020)/ MW of the quoted capacity.</p>
<p>Earlier this month, the MNRE <a href="https://www.mercomindia.com/draft-roadmap-india-green-hydrogen-ecosystem" target="_blank" rel="noopener">unveiled</a> a draft roadmap outlining the research and development priorities for manufacturing and storing green hydrogen.</p>
