					</table><p>The Telangana Electricity Regulatory Commission (<a href="https://www.tgerc.telangana.gov.in/" target="_blank" rel="noopener">TGERC</a>) has approved amendments to the time-of-day (ToD) tariff structure for the Southern Power Distribution Company and the Northern Power Distribution Company.</p>
<p>Under the revised structure, the 22:00–06:00 ToD tariff over retail supply energy charges will be zero from December 1, 2025, to March 31, 2026, replacing the earlier ₹1.50 (~$0.017)/kWh that was applicable for April–November of the financial year (FY) 2025–26.</p>
<p>Surcharges of ₹1 (~$0.011)/kWh during the 06:00–10:00 and 18:00–22:00 peak time slots remain unchanged for the full FY 2026.</p>
<p>These ToD tariffs apply to HT-I(A) Industrial and Poultry, HT-II(A) Others, HT-II(B) Wholly Religious Places, HT-III (Airports, Railway Stations, Bus Stations), and HT-IX electric vehicle charging stations.</p>
<p><strong>Background</strong></p>
<p>The two power distribution companies (DISCOMs) had filed petitions in August 2025 seeking changes to the ToD tariffs approved earlier in the retail supply tariff. They requested that the existing night-time incentive be removed, citing higher power purchase costs during night hours, increased reliance on costlier thermal and market purchases, and delays in commissioning units of the Yadadri Thermal Power Station.</p>
<p>They argued that the incentive was resulting in significant revenue outflow and that daytime availability, particularly from solar sources, was substantially higher than nighttime availability.</p>
<p>Stakeholders raised objections on several grounds, including the maintainability of the petitions under Section 62(4) of the Electricity Act, 2003, which ordinarily restricts tariff amendments within a financial year.</p>
<p>They also stated that industries had already planned operations based on the announced tariff structure, that the ToD rebate would support demand-side management by encouraging nighttime usage, and that continuous-process industries would be adversely affected.</p>
<p>Some stakeholders contended that the existing ToD structure was essential for grid stability and that the DISCOMs had not provided adequate technical data to justify the change.</p>
<p>In response, the DISCOMs submitted that the proposal was their first amendment request for the financial year and therefore did not constitute a violation of Section 62(4). They reiterated that nighttime procurement costs were higher than daytime costs, that the rebate was no longer aligned with prevailing system conditions, and that detailed load curves, hourly power purchase data, and technical analyses were placed before the Commission.</p>
<p>The DISCOMs also pointed out that solar generation, comprising nearly 9,800 MW of utility-scale plus around 1,000 MW of rooftop solar, creates surplus daytime availability that can absorb load shifts from night hours.</p>
<p><strong>Commission’s Analysis</strong></p>
<p>The Commission observed that daytime energy availability exceeded demand, while nighttime procurement relied more on costlier sources. It noted that delays in the commissioning of Yadadri Thermal Power Station had reduced expected night-time availability, requiring additional market purchases.</p>
<p>It noted that the earlier incentive of ₹1.50 (~$0.017)/kWh during 22:00 to 06:00 had led to substantial revenue outflows for the DISCOMs. It found that daytime solar generation was sufficient to meet the morning and evening peaks, based on the submitted load curves.</p>
<p>The Commission noted that morning peaks occur around 08:00 and evening peaks around 17:00, both periods adequately served by daytime solar generation. The power purchase cost charts submitted by the DISCOMs showed that the cost per unit during the 22:00 to 06:00 time slot was consistently higher than during the 06:00 to 10:00 and 10:00 to 18:00 time slots.</p>
<p>The regulator held the amendment request did not violate Section 62(4), since the DISCOMs had sought no tariff revision during the original annual revenue requirement filing for FY 2026. It concluded that revising the ToD tariff was necessary to address the mismatch between availability and demand, contain revenue loss, and reduce dependence on high-cost power purchases.</p>
<p>The Commission added that continuing the ₹1.50 (~$0.017)/kWh rebate through March 2026 would result in major revenue deficits that would ultimately be passed on to consumers during the true-up process. It therefore viewed the amendment as both financially prudent and operationally justified.</p>
<p>Accordingly, the Commission approved the amendment to the ToD tariff. The rest of the tariff order issued in April 2025 also remains unaltered.</p>
<p>The Commission directed the DISCOMs to report the consequent revenue impact in their true-up petitions for FY 2026.</p>

Telangana Removes Nighttime ToD Rebate for December–March Period

					</table><p>The Northern Power Distribution Company of Telangana (<a href="https://tgnpdcl.com/" target="_blank" rel="noopener">TGNPDCL</a>) has floated a tender to set up 1.2 MW ground-mounted solar projects at the 33/11 kV Nerella substation in Karimnagar district.</p>
<p>Bids must be submitted by October 10, 2025.  Bids will be opened on the same day.</p>
<p>Bidders must furnish a security of 2% of the quoted bid amount and a transaction fee of 0.03% of the estimated contract value (ECV), up to ₹500 million (~$5.63 million) plus GST.</p>
<p>Successful bidders must submit a corpus fund of 0.04% of the ECV, capped at ₹10,000 (~$112.67).</p>
<p>The scope of work entails the design, supply, transportation, installation, testing, and commissioning of the solar projects. It also involves providing operation and maintenance services for five years.</p>
<p>Successful bidders must install a remote monitoring system and a string monitoring box for the projects. They must use either TOPCon, monocrystalline, or bifacial solar modules with a minimum efficiency of 20.9% and a warranty of at least 12 years.</p>
<p>The module backsheet must be three-layered, with fluoro polymer or a material with superior ultraviolet (UV) stability properties. The module encapsulants must be resistant to UV and potentially induced degradation. Encapsulants for glass-glass modules must be the polyolefin type.</p>
<p>Each solar module must be equipped with an RFID tag embedded inside the module lamination. These tags must be able to withstand harsh environmental conditions.</p>
<p>Selected bidders must provide a five-year warranty for the projects.</p>
<p>The projects must be commissioned within six months.</p>
<p>Bidders must be empanelled with the Telangana Renewable Energy Development Corporation. They must have executed solar projects of a minimum capacity of 0.6 MW at either government buildings, subsidy programs, or private premises, evacuating 11 kV in the last three financial years. The work’s capacity can be in total or in multiple denominations.</p>
<p>Bidders must have a turnover of 30% of the estimated project value during any of the last three financial years.</p>
<p>In April this year, TGNPDCL <a href="https://www.mercomindia.com/telangana-tender-21-mw-solar-projects" target="_blank" rel="noopener">issued</a> multiple tenders for installing ground-mounted solar projects of a total capacity of 21 MW at 24 locations in the state.</p>

					</table><p>The Northern Power Distribution Company of Telangana (<a href="https://tgnpdcl.com/">TGNPDCL</a>) has issued multiple tenders for installing ground-mounted solar projects of a total capacity of 21 MW at 24 locations in the state.</p>
<p>The capacities of the individual projects range from 600 kW to 1.5 MW. The projects will be implemented under a build, operate, maintain, and transfer model on a 100% turnkey basis.</p>
<p>The projects will be implemented at the following locations:</p>

<p>Bids must be submitted by May 1, 2025. Bids will be opened on May 3, 2025.</p>
<p>Bidders must submit a transaction fee of 0.03% on the contract value of up to ₹500 million (~$5.83 million) plus GST and a bid security of 2% of the quoted amount.</p>
<p>Selected bidders must furnish a corpus fund of 0.04% of the contract value capped at ₹10,000 (~$116.83) at the time of agreement.</p>
<p>The scope of works entails the design, installation, testing, and commissioning of the projects at their region’s 33/11kV substations. It also involves providing remote monitoring systems with a five-year comprehensive warranty and guarantee and operations and maintenance services for the same period.</p>
<p>Successful bidders must also conduct a geotechnical investigation at the project sites.</p>
<p>The project must be commissioned within six months from the agreement date. Commissioning delays will attract liquidated damages of up to 10% of the final contract price.</p>
<p>Bidders must be registered with the Telangana Renewable Energy Development Corporation. They must also have implemented ground-mounted solar projects of at least 50% of the tendered project capacity at government/projects with subsidy/private projects with 11 kV evacuation experience during the last three financial years.</p>
<p>Bidders must have a minimum turnover of 30% of the estimated project value during any one of the last three financial years.</p>
<p>Recently, TGNPDCL <a href="https://www.mercomindia.com/telangana-issues-two-epc-tenders-for-5-4-mw-solar-projects">issued</a> two tenders for the engineering, procurement, and construction of a cumulative 5.4 MW of solar projects at various locations on a build, operate, maintain, and transfer basis.</p>
<p>In March this year, TGNPDCL <a href="https://www.mercomindia.com/telangana-invites-bids-for-3-6-mw-solar-projects-in-warangal">issued</a> two tenders to develop a cumulative capacity of 3.6 MW  solar projects in Warangal.</p>

<p>The projects will be in Namapur village and Jammikunta town and have capacities of 1.6 MW and 2 MW, respectively.</p>
<p>The 1.6 MW project consists of a 500 kW system at Namapur and a 1.1 MW system at Jammikunta. The 2 MW project consists of a 500 kW system at Namapur and a 1.5 MW system at Jammikunta.</p>
<p>Bids must be submitted by March 17, 2025. Bids will be opened on the same day.</p>
<p>Bidders must submit a bid security of 2% of the contractor’s quoted amount.</p>
<p>Selected bidders must pay a transaction fee of 0.03% of the estimated contract value plus GST and a corpus fund charge of 0.04% of the contract value, capped at ₹10,000 (~$114.85) at the time of the agreement.</p>
<p>The scope of work entails the design, supply, installation, testing, and commissioning of the solar projects. It also includes providing a five-year warranty and operation and maintenance services.</p>
<p>Successful bidders must use solar modules registered with the Bureau of Indian Standards and included in the Approved List of Models and Manufacturers.</p>
<p>Bidders must be registered with the Telangana Renewable Energy Development Corporation. They must have completed ground-mounted solar projects with a minimum capacity of 1 MW.</p>
<p>They must also have experience evacuating 11 kV of energy in the last three financial years</p>
<p>Bidders must have a minimum average annual turnover of ₹60 million (~$689,300) over the past three years.</p>

<p>The project must be completed within six months.</p>
<p>Bidders must pay a bid security of 2% of the bid amount.</p>
<p>Bidders must pay a transaction fee of 0.03% on estimated contract value (ECV) up to ₹500 million (~$5.91 million) plus GST.</p>
<p>In addition, the successful bidder must pay 0.04% of ECV with a cap of ₹10,000 (~$118.371) as a corpus fund.</p>
<p>The scope of work involves the supply, installation, commissioning, operation and maintenance of the projects on a 100% turnkey basis.</p>
<p>The operation and maintenance contract will be for five years.</p>
<p>Bidders must supply half-cut mono PERC cells. The module efficiency must be ≥ 20.9 % and provide a warranty for at least 12 years.</p>
<p>The bidder must quote and have the bid capacity not less than the ECV or value of work put to tender.</p>
<p><strong>Karimnagar tender (1 MW)</strong></p>
<p>The 1 MW project will be located in Waterworks in Karimnagar district.</p>
<p>The bidders must be empaneled vendors of Telangana Renewable Energy Development Corporation (REDCO)/ TGNPDCL with a minimum experience of 0.50 MW cumulative capacity of solar projects installed at government buildings/subsidy schemes in the last three financial years.</p>
<p>Bidders must have a minimum annual turnover of ₹30 million (~$355,113) in at least one of the last three financial years.</p>
<p><strong>Sircilla tender (2 MW)</strong></p>
<p>The 2 MW project will be located in CESS Boinpally in Sircilla district.</p>
<p>Bidders must be empaneled vendors of REDCO/ TGNPDCL with a minimum experience of 1 MW cumulative capacity of solar projects installed at government buildings/subsidy programs in the last three financial years.</p>
<p>Bidders must have a minimum annual turnover of ₹60 million (~$710,226) in at least one of the last three financial years.</p>
<p>In June 2024, NTPC Vidyut Vyapar Nigam <a href="https://www.mercomindia.com/ntpc-subsidiary-rooftop-solar-telangana" target="_blank" rel="noopener">invited</a> bids from empaneled contractors to install 1,562 kW of grid-connected rooftop solar power projects in Telangana for the Indian Council of Medical Research.</p>
