The Union Cabinet <a href="https://www.mercomindia.com/government-earmarks-%E2%82%B960-billion-for-green-energy-corridor-iii-battery-storage" target="_blank" rel="noopener">earmarked</a> ₹60 billion (~$631.11 million) for viability gap funding to support the deployment of 50 GWh of battery energy storage systems under the Green Energy Corridor (GEC) Phase-III program. The program aims to strengthen transmission infrastructure to facilitate the evacuation of 135 GW of renewable energy capacity.
Government think tank NITI Aayog <a href="https://www.mercomindia.com/niti-aayog-bats-for-green-power-tariff-open-access-rules-for-data-centers" target="_blank" rel="noopener">urged</a> the Ministry of Power and the Central Electricity Regulatory Commission to develop and publish model green tariff, banking, and open access principles for data centers’ procurement of round-the-clock renewable energy and battery storage-backed electricity.
The Central Electricity Authority <a href="https://www.mercomindia.com/cea-updates-transmission-planning-norms-to-support-renewables-integration" target="_blank" rel="noopener">revised</a> its Manual on Transmission Planning Criteria, incorporating provisions for ultra-high-voltage alternating current transmission systems and updated modeling requirements for renewable energy projects, battery energy storage systems, and high-voltage direct current infrastructure.
The Central Electricity Regulatory Commission (CERC) <a href="https://www.mercomindia.com/cerc-adopts-tariffs-for-sjvns-600-mw-wind-power-auction" target="_blank" rel="noopener">adopted</a> tariffs for 600 MW of interstate transmission system (ISTS) connected wind power projects awarded by SJVN.
CERC <a href="https://www.mercomindia.com/cerc-adopts-tariffs-for-secis-1-2-gw-wind-power-auction" target="_blank" rel="noopener">adopted</a> tariffs for 1.2 GW of ISTS-connected wind power projects awarded by the Solar Energy Corporation of India. The adopted tariffs range from ₹3.67 (~$0.0386)/kWh to ₹3.69 (~$0.0388)/kWh.
The Uttar Pradesh Electricity Regulatory Commission <a href="https://www.mercomindia.com/uperc-clears-data-centers-plea-for-short-term-renewables-procurement" target="_blank" rel="noopener">approved</a> a data center developer&#8217;s request to adopt tariffs for procuring 8 MW of renewable electricity on a short-term basis.
UPERC <a href="https://www.mercomindia.com/uttar-pradesh-electricity-regulator-approves-ppas-for-pm-kusum-projects" target="_blank" rel="noopener">approved</a> 10 power purchase agreements for 19.7 MW of grid-connected solar projects under Component C of the PM-KUSUM program. The Commission adopted tariffs ranging from ₹2.91 (~$0.0305)/kWh to ₹2.99 (~$0.0314)/kWh.
The Ministry of New and Renewable Energy <a href="https://www.mercomindia.com/mnre-invites-eois-from-institutions-to-support-hydrogen-safety-panel" target="_blank" rel="noopener">invited</a> Expressions of Interest from prospective agencies to select an expert institution to support the National Hydrogen Safety Panel under the government&#8217;s National Green Hydrogen Mission. The last date to submit applications is November 2, 2026.
The Indian Institute of Technology Palakkad <a href="https://www.mercomindia.com/iit-palakkad-invites-bids-for-1-25-mw-rooftop-solar-project" target="_blank" rel="noopener">invited</a> bids to set up rooftop solar power systems at its Sahyadri Campus in Kerala. Bengaluru-based solar cell and module manufacturer Emmvee Photovoltaic Power <a href="https://www.mercomindia.com/emmvee-advances-6-gw-solar-manufacturing-expansion-as-q2-profit-rises-61" target="_blank" rel="noopener">reported</a> revenue from operations of ₹15.76 billion (~$165.77 million) in the second quarter of the financial year 2027, up 39.4% year over year from ₹11.31 billion (~$118.96 million).
The United States International Trade Commission <a href="https://www.mercomindia.com/us-to-impose-antidumping-countervailing-duties-solar-imports-from-india" target="_blank" rel="noopener">ruled</a> that imports of crystalline silicon photovoltaic cells, whether assembled into modules or not, from India, Indonesia, and Laos materially injured the domestic solar manufacturing industry.
The Australian Renewable Energy Agency <a href="https://www.mercomindia.com/australia-launches-250-million-funding-program-for-solar-technologies" target="_blank" rel="noopener">launched</a> the third round of its Solar Sunshot program, offering up to AUD250 million (~$173.04 million) to support the manufacturing and commercialization of technologies that can reduce the cost and development time of large-scale solar projects. Expressions of interest will open on November 2, 2026.

The U.S. Department of Commerce decided to impose preliminary duties of 47.54% on all silicon metal imports from Iceland, Bosnia, and Herzegovina.
The announcement is the latest development in the ongoing investigations of unfairly-traded silicon metal imports from Bosnia and Herzegovina, Iceland, Malaysia, and Kazakhstan.
The U.S. based subsidiary of <a href="https://www.ferroglobe.com/" target="_blank" rel="noopener noreferrer">Ferroglobe PLC</a>  &#8211; Globe Specialty Metals, Inc. (GSM) &#8211; and Mississippi Silicon LLC (<a href="https://www.missilicon.com/" target="_blank" rel="noopener noreferrer">M.S.</a>) welcomed the announcement.
On June 30, 2020, GSM and M.S. had filed petitions to stop silicon metal producers in Bosnia and Herzegovina, Iceland, Malaysia, and Kazakhstan from selling dumped and unfairly subsidized silicon metal imports into the United States.
In their petitions, the companies asked the <a href="https://www.commerce.gov/" target="_blank" rel="noopener noreferrer">Department of Commerce</a> and the U.S. International Trade Commission (<a href="https://www.usitc.gov/" target="_blank" rel="noopener noreferrer">ITC</a>) to impose duties to offset unfair pricing and subsidies. In August, the ITC preliminarily determined that imports from all four countries cause material injury to the U.S. industry.
The latest decision closely follows an announcement where the Department of Commerce had <a href="https://mercomindia.com/united-states-levies-import-duty/" target="_blank" rel="noopener noreferrer">imposed</a> preliminary duties up to 120% on all silicon metal imports from Kazakhstan. Preliminary determinations will be announced in the Malaysia investigation on January 27, 2021.
GSM and M.S., together represent the majority of American silicon metal production.
Silicon is an important element added to various grades of aluminum alloys used in performance applications such as automotive components, aerospace products, and as a base material in polysilicon production &#8211; a purified form of silicon used in solar cells and semiconductors.
Marco Levi, chief executive officer (CEO) of Ferroglobe, said, &#8220;The fact that suppliers in Bosnia and Herzegovina and Iceland have distorted the market has made it difficult for us to compete. Like the duties recently imposed on imports from Kazakhstan, these duties will level the playing field and restore real, honest competition. We appreciate the diligent efforts by the Commerce Department to see that the trade rules are followed.&#8221;
Eddie Boardwine, chief operations officer (COO) of M.S., said, &#8220;The Commerce Department&#8217;s actions to address unfairly-traded imports from Bosnia and Herzegovina and Iceland come as good news to our business, our workers, and our entire industry. We greatly appreciate the government&#8217;s efforts to stop unfair trade practices and look forward to seeing conditions in the U.S. market reflect free and fair trade of silicon metal.&#8221;
Previously, the United States <a href="https://mercomindia.com/united-states-ends-exemption-bifacial/" target="_blank" rel="noopener noreferrer">repealed</a> the exemption of imported bifacial solar panels from the imposition of safeguard duty. The United States Court of International Trade addressed the issues regarding the withdrawal of the exclusion of imported bifacial solar modules from safeguard duty, which Trump had imposed to protect the domestic solar industry. This came on the heels of Trump’s decision to <a href="https://mercomindia.com/president-trump-goes-after-duty-exemption/" target="_blank" rel="noopener noreferrer">withdraw</a> the exclusion of bifacial solar panels from safeguard duties and increase duties on certain crystalline silicon photovoltaic cells from 15% to 18%.

After Kazakhstan, US Imposes 47.54% Duty on Silicon from Bosnia-Herzegovina & Iceland

Background
On June 30, 2020, the manufacturers, GSM and MS had filed a petition to stop silicon metal producers in Bosnia and Herzegovina, Iceland, Malaysia, and Kazakhstan from selling dumped and unfairly subsidized silicon metal imports into the United States.
In their petitions, the companies asked the <a href="https://www.commerce.gov/" target="_blank" rel="noopener noreferrer">Department of Commerce</a> and the U.S. International Trade Commission (<a href="https://www.usitc.gov/" target="_blank" rel="noopener noreferrer">ITC</a>) to impose duties to offset unfair pricing and subsidies. Following the announcement, a preliminary determination will be announced in the Bosnia and Herzegovina and Iceland investigations on December 8, 2020, and in the Malaysia investigation on January 27, 2021.
