					</table><p>The West Bengal State Electricity Distribution Company (<a href="https://www.wbsedcl.in/irj/go/km/docs/internet/new_website/Home.html" target="_blank" rel="noopener">WBSEDCL</a>) has invited bids for operation and maintenance (O&amp;M) of 8.415 MW of grid-connected rooftop solar projects at WBSEDCL and the West Bengal State Electricity Transmission Company buildings for five years.</p>
<p>The last date to submit bids is September 28, 2026. Bids will be opened on September 30.</p>
<p>The successful bidder should submit a performance guarantee within 15 days from the date of issuance of the Letter of Award for an amount not less than 10% of the total value of the contracts, valid initially for a period of one year with a claim period of three months and extendable up to five years till completion of the O&amp;M period.</p>

<p>The successful bidder must survey the existing solar rooftop sites and verify the equipment details as provided by WBSEDCL. He/she should submit a health report of the solar project, including panels, inverters, and any permanent obstruction causing shadow, etc., within one month from the date of handover of the sites.</p>
<p>The successful bidder should perform solar module washing, cleaning, checking, tightening &amp; rectification, where necessary, in the AC/DC system between the solar module and the ACDB. This includes cleaning of the roof beneath the installed solar panels, including the earthing system.</p>
<p>Bidders should fulfill any of the following criteria:</p>
<ul>
<li>Bidders should have minimum technical experience in supply, installation, and commissioning of solar power projects, solar pumps, streetlights of cumulative capacity of not less than 100 kW anywhere in India under order of any Government Department/Government-owned Company/Government organization/Government Institution/private industries where the system is connected to the distribution grid and it is in operation, successfully during preceding six months ending from the bid submission start date.</li>
<li>They should have minimum technical experience in successful operation of a solar project, solar pump, or streetlight of cumulative capacity of not less than 100 kW anywhere in India under order of any Government Department/Government-owned Company/Government organization/Government Institution/private industries where the system is connected to the distribution grid successfully during the preceding one year from the bid submission start date.</li>
<li>They should have technical experience in successful O&amp;M of 33 kV substations or maintenance of HT feeders 33 KV or 11 KV OH lines/UG Cables etc., anywhere in India, under the order of any Government Department/Government Owned Company/Government organization/Government Institution during the preceding three years from the bid submission start date.</li>
</ul>
<p>The minimum average annual turnover of bidders should be at least 30% of the tender value, computed over the preceding three financial years, and the minimum working capital should be equivalent to 30% of the estimated project value, based on the immediately preceding financial year.</p>
<p>They should also have a positive net worth in each of the three preceding years.</p>
<p>Penalty for delay will be imposed as liquidated damages at the rate of 0.143% per day of the value of the work.</p>
<p>Last October, the West Bengal Power Development Corporation (WBPDCL) <a href="https://www.mercomindia.com/west-bengal-invites-bids-for-om-of-2-6-mw-rooftop-solar-projects" target="_blank" rel="noopener">invited</a> bids for O&amp;M of 2.6 MW rooftop solar power projects at Bakreshwar Thermal Power Station in Birbhum.</p>
<p>Earlier, WBPDCL <a href="https://www.mercomindia.com/west-bengal-floats-om-tender-for-10-mw-solar-projects" target="_blank" rel="noopener">invited</a> bids for the O&amp;M of 10 MW ground-mounted solar power projects at the Sagardighi Thermal Power Project for two years.</p>

West Bengal Floats O&M Tender for 8.42 MW Rooftop Solar Projects

<p><a href="https://www.cesc.co.in/" target="_blank" rel="noopener noreferrer">CESC Limited</a>, a distribution company (DISCOM) in West Bengal has issued a notice inviting expressions of interest (EoI) from interested vendors to procure 200 MW of solar power on a short-term basis. This will help the DISCOM meet its renewable purchase obligation (RPO) from the existing solar PV projects.</p>
<p>The last date to submit EoI is May 7, 2019. Any solar PV project that is located in West Bengal or outside but connected to the interstate transmission system (ISTS) can participate in this tender and supply power to CESC Limited.</p>
<p>A single vendor must submit a bid for the supply of at least 5 MW of solar capacity. The successful solar PV generator will have to supply 200 MW on an 11 to 18-hour basis for the period between May and September 2019.</p>
<p>If the solar PV project is located outside West Bengal, then the successful bidder must ensure the delivery up to state periphery, and if the solar PV project is located in the state, the successful bidder must ensure its interconnection with West Bengal State Electricity Transmission Company Limited (<a href="http://www.wbsetcl.in/vision.html" target="_blank" rel="noopener noreferrer">WBSETCL</a>).</p>
<p>The fulfillment of RPO, both solar and non-solar, is gradually assuming greater significance in the country with the DISCOMs learning to take it more seriously as regulatory commissions have started <a href="https://mercomindia.com/bihar-discoms-penalized-not-fulfilling-rpo-shortfall/" target="_blank" rel="noopener noreferrer">cracking down</a>.</p>
<p><a href="https://mercomindia.com/msedcl-buy-wind-power-expired-agreements/">Beginning of this month</a>, the <a href="http://www.mercindia.org.in/" target="_blank" rel="noopener noreferrer">Maharashtra Electricity Regulatory Commission (MERC</a>) approved Maharashtra State Electricity Distribution Company Limited (MSEDCL)’s request to procure wind energy from projects whose energy purchase agreements have expired, to fulfill its non-solar RPO.</p>
<p><a href="https://mercomindia.com/haryana-buy-short-term-non-solar-power/" target="_blank" rel="noopener noreferrer">In February 2019</a>, Haryana Power Purchase Center came up with a tender to purchase short term non-solar renewable power between April 1 and October 1, 2019. The non-solar renewable power will be purchased at 120 MW/month.</p>
<p><a href="https://mercomindia.com/vedanta-eoi-odisha-solar/" target="_blank" rel="noopener noreferrer">Recently,</a> <a href="http://vedantaaluminium.com/" target="_blank" rel="noopener noreferrer">Vedanta Limited</a> also invited an Expression of Interest (EoI) for the procurement of solar power under short or medium term basis from solar power generators, state electricity boards, and utilities, independent power producers and traders.</p>
<p><a href="https://mercomindia.com/ntpc-1000-mw-solar-wind-power/" target="_blank" rel="noopener noreferrer">In November 2018,</a> the National Thermal Power Corporation (<a href="https://www.ntpc.co.in/" target="_blank" rel="noopener noreferrer">NTPC</a>) announced it was planning to procure 1,000 MW of renewable energy on a short-term basis to meet RPOs.</p>


West Bengal DISCOM Issues EoI to Procure 200 MW of Solar Power to Meet its RPO

<p>The Power Grid Corporation of India (PGCIL) has won the bid to construct a 765 kV transmission project in India’s Eastern Region (ERSS-XVIII). They won the bid through competitive bidding auction and will develop the transmission network on a build, own, operate and maintain (BOOM) basis. PFC Consulting, a subsidiary of Power Finance Corporation, conducted the tender.</p>
<p>The Letter of Intent was received on February 21, 2017, <a href="http://corporates.bseindia.com/xml-data/corpfiling/AttachLive/43E7A5F6_7693_4A3B_8D06_2B600DE37486_180419.pdf" target="_blank" rel="noopener noreferrer">according to PGCIL</a>. The PGCIL will undertake construction of 765/400 kV, 2&#215;1500 Mega Volt Amp (MVA) substations at Medinipur and 765/400 kV, 2&#215;1500 MVA substations at Jeerat, 300 km Ranchi–Medinipur 765 kV direct current (D/c) line with 2&#215;330 MVAR switchable line rector at both ends, 200 km Medinipur-Jeerat 765 kV D/c line; loop in loop out (LILO) of both circuits of Chandithala-Kharagpur 400 kV D/c line at Medinipur, 120 km Jeerat-Subhasgram 400 kV D/c line, Jeerat (New)-Jeerat (WBSETCL) 400 kV D/c line, LILO of Jeerat (WBSETCL)-Subhasgram (PG) 400 kV S/c section at Rajarhat, and two 400 kV line bays at Jeerat (WBSETCL).</p>
<p>The project had been approved in the 17th Standing Committee on Power System Planning of Eastern Region held in May 2015, stated a central electricity authority (CEA) official. The entire project is expected to cost approximately Rs.40 billion (~$0.596 billion), added the CEA official.</p>
