Chidambaranar Port Authority Tenders a 2 MW Green Hydrogen Electrolyzer Project

V.O. Chidambaranar Port Authority (VOCPA) has invited bids to develop a 2 MW green hydrogen electrolyzer and a refueling station, with comprehensive operation and maintenance (O&M) for seven years.

The scope of work includes the development of a 2 MW green hydrogen electrolyzer (minimum 600 kg/day GH2) with complete accessories, the development of a refueling station with a dispenser (3.6 kg/min), and civil works.

The last date to submit bids is April 9, 2026. Bids will be opened the following day.

Bidders must submit ₹13.6 million (~$147,250) as an earnest money deposit. The successful bidder must furnish a performance bank guarantee equal to 5% of the contract price.

The estimated cost of the project is ₹678.5 million (~$7.35 million).

The average annual financial turnover of the bidders over the last three years should be at least 30% of the estimated project cost.

Bidders should have completed three similar works, each costing not less than 40% of the estimated project cost; or two similar works, each costing at least 50% of the estimated cost; or one similar work costing not less than 80% of the estimated cost, over the last seven years.

Alternatively, they should have completed one project with an electrolyser capacity of at least 1.6 MW, or two projects with an electrolyser capacity of at least 1.2 MW each, or three projects with an electrolyser capacity of at least 0.8 MW each.

Preference will be given to Class I and Class II local suppliers. The minimum local content for Class I and Class II local suppliers should be 50 % and 20%, respectively.

In case of delay in completion of the contract, excluding O&M, liquidated damages at 0.5% of the contract value for each week of delay, subject to a maximum of 10% of the contract value, would be levied.

In January this year, VOCPA invited bids for the design, engineering, supply, installation, and commissioning of an 8 MW wind project with a 5 MWh battery energy storage system.

Last October, VOCPA had invited bids to commission a 2 MWh battery energy storage system in Thoothukudi, Tamil Nadu.
