					</table><p>V.O. Chidambaranar Port Authority (<a href="https://www.vocport.gov.in/" target="_blank" rel="noopener">VOCPA</a>) has invited bids to develop a 3 MW green hydrogen electrolyzer plant and hydrogen refueling station at its premises in Tuticorin, Tamil Nadu.</p>
<p>The project will comprise a 3 MW alkaline electrolyzer configured as three 1 MW units, capable of producing at least 45 kg of hydrogen per hour at a minimum pressure of 30 bar.</p>
<p>The refueling system must have a capacity of 900 kg/day. Hydrogen purity must comply with ISO 14687 standards, with oxygen and moisture content below 5 parts per million.</p>
<p>VOCPA has estimated the project cost at ₹813.3 million (~$8.59 million), excluding goods and services tax (GST).</p>
<p>The last date to submit bids is October 6, 2026. Bids will be opened the following day.</p>
<p>Bidders must furnish an earnest money deposit of ₹16.27 million (~$171,700).</p>
<p>The successful bidder must furnish performance security equivalent to 5% of the contract price within 15 days of the issuance of the letter of acceptance or work order.</p>
<p>The scope of work includes the electrolyzer, compression and storage systems, automation, complete accessories, a hydrogen refueling station, and associated civil, electrical and instrumentation works.</p>
<p>The project must also include two diaphragm hydrogen compressors with a combined capacity of 600 Nm³/hour. Each compressor must have a capacity of 300 Nm³/hour, receive hydrogen at 15-30 bar, and discharge it at 500 bar.</p>
<p>The successful bidder must install a high-pressure storage cascade capable of storing 720 kg of hydrogen at pressures of up to 500 bar. The storage system must be approved by the Petroleum and Explosives Safety Organization (PESO).</p>
<p>The hydrogen refueling station must have at least one dispenser with two outlets capable of parallel, simultaneous, and independent operation. The dispenser must have a maximum filling pressure of 350 bar and a maximum flow rate of 3.6 kg/minute. It must comply with SAE J2601-2 standards and be PESO-approved.</p>
<p>VOCPA will provide approximately three acres of land for the project. The port will also provide renewable energy power at 22 kV and water for the plant at no cost during operations.</p>
<p>The successful bidder will be responsible for developing the infrastructure required to receive the power and water from the nearest available sources.</p>
<p>The bidder will be responsible for basic and detailed engineering, procurement, fabrication, supply, transportation, civil construction, erection, commissioning, performance guarantee testing, and training. It must also obtain all statutory approvals and clearances required for the project.</p>
<p>The project must be completed within 12 months from the 15th day following the issuance of the letter of acceptance or work order.</p>
<p>Comprehensive O&amp;M will continue for seven years from the date the facility is taken over, including the two-year guarantee period.</p>
<p>During testing and commissioning, the contractor must demonstrate stable hydrogen production at the full 3 MW capacity, compressor discharge at 500 bar, and vehicle filling at 350 bar. It must also conduct a continuous 24-hour reliability run.</p>
<p>The contractor must guarantee hydrogen production at the specified capacity, hydrogen purity as per ISO 14687, compressor discharge at 500 bar, dispenser filling performance at 350 bar, and system availability of at least 95%.</p>
<p>Bidders must have completed three similar works, each worth<br />
at least 40% of the estimated cost; two works, each worth at least 50%; or one<br />
work worth at least 80% of the estimated cost.</p>
<p>Similar work includes the design, supply, installation and commissioning of a hydrogen generation plant with a capacity of at least 300 Nm³/hour; a methanol, ethanol or ammonia production plant with a minimum capacity of 6 tons/day; or a hydrogen generation plant integrated with a hydrogen refueling station of at least 250 kg/day.</p>
<p>Alternatively, bidders can demonstrate experience supplying one electrolyzer project of at least 2.4 MW, two projects of at least 1.8 MW each, or three projects of at least 1.2 MW each.</p>
<p>In addition to meeting either criterion, bidders must have experience with an alkaline electrolyzer-based hydrogen production plant of at least 300 Nm³/hour or a hydrogen refueling station with a minimum capacity of 500 kg/day.</p>
<p>Bidders must also have an average annual financial turnover during the previous three financial years equivalent to at least 30% of the estimated project cost.</p>
<p>In March, VOCPA <a href="https://www.mercomindia.com/chidambaranar-port-authority-tenders-a-2-mw-green-hydrogen-electrolyzer-project/" target="_blank" rel="noopener">invited</a> bids to develop a 2 MW green hydrogen electrolyzer and a refueling station.</p>
<p>In January this year, VOCPA <a href="https://www.mercomindia.com/chidambaranar-port-authority-invites-bids-for-8-mw-wind-project-with-bess" target="_blank" rel="noopener">invited</a> bids for the design, engineering, supply, installation, and commissioning of an 8 MW wind project with a 5-MWh battery energy storage system.</p>

<p>The scope of work includes the development of a 2 MW green hydrogen electrolyzer (minimum 600 kg/day GH2) with complete accessories, the development of a refueling station with a dispenser (3.6 kg/min), and civil works.</p>
<p>The last date to submit bids is April 9, 2026. Bids will be opened the following day.</p>
<p>Bidders must submit ₹13.6 million (~$147,250) as an earnest money deposit. The successful bidder must furnish a performance bank guarantee equal to 5% of the contract price.</p>
<p>The estimated cost of the project is ₹678.5 million (~$7.35 million).</p>
<p>The average annual financial turnover of the bidders over the last three years should be at least 30% of the estimated project cost.</p>
<p>Bidders should have completed three similar works, each costing not less than 40% of the estimated project cost; or two similar works, each costing at least 50% of the estimated cost; or one similar work costing not less than 80% of the estimated cost, over the last seven years.</p>
<p>Alternatively, they should have completed one project with an electrolyser capacity of at least 1.6 MW, or two projects with an electrolyser capacity of at least 1.2 MW each, or three projects with an electrolyser capacity of at least 0.8 MW each.</p>
<p>Preference will be given to Class I and Class II local suppliers. The minimum local content for Class I and Class II local suppliers should be 50 % and 20%, respectively.</p>
<p>In case of delay in completion of the contract, excluding O&amp;M, liquidated damages at 0.5% of the contract value for each week of delay, subject to a maximum of 10% of the contract value, would be levied.</p>

<p>The last date to submit the bids is February 16, 2026. Bids will be opened the following day.</p>
<p>The estimated cost of the project is ₹803.86 million (~$8.77 million).</p>
<p>The successful bidder will also be responsible for the operation and maintenance of the project for eight years.</p>
<p>Bidders must submit an earnest money deposit of ₹16.077 million (~$175,379). Successful bidders must submit a performance bank guarantee equivalent to 10% of the contract value.</p>
<p>The project must be completed within six months from the date of commencement of the work.</p>
<p>The original equipment manufacturer (OEM) should ensure that all wind turbine generators to be supplied at the site comply with the Ministry of New and Renewable Energy (MNRE) guidelines, and that the OEM prepares the foundation design and drawings based on the site&#8217;s soil profile coordinates.</p>
<p>Bidders must have an average annual financial turnover over the last three years of at least 30% of the estimated cost.</p>
<p>They must have completed three similar works, each costing not less than 40% of the estimated cost; two similar works, each costing not less than 50% of the estimated cost; or one similar work costing not less than 80% of the estimated cost.</p>
<p>Additionally, bidders should have completed engineering, procurement, and construction (EPC) for a minimum of 4MW of a wind project, or own and operate a wind power project of at least 50 MW capacity. They should have completed an EPC or own and operate a solar or wind project with a 50MW capacity in addition to BESS.</p>
<p>The wind turbine generators offered by the bidders should be type-approved and listed in the RLMM (Models and Manufacturers List) issued by MNRE.</p>
<p>In October last year, VOCPA <a href="https://www.mercomindia.com/v-o-chidambaranar-port-authority-2-mwh-bess" target="_blank" rel="noopener">invited</a> bids to commission a 2 MWh BESS in Thoothukudi, Tamil Nadu. Selected bidders must commission the project within four months of receiving the work order. They must also provide a comprehensive five-year annual maintenance contract, including a one-year guarantee period.</p>
<p>Earlier, VOCPA had <a href="https://www.mercomindia.com/chidambaranar-port-authority-floats-tender-for-6-mw-wind-projects" target="_blank" rel="noopener">invited</a> bids for the EPC of a 6 MW wind power project in Tuticorin, Tamil Nadu.</p>
