Daily News Wrap-Up: Uncertainty Prevails Over Charges for Captive Renewable Projects

Regulatory ambiguity over the applicability of certain charges to interstate transmission system-connected captive renewable energy projects continues to trouble stakeholders, despite the Ministry of Power notifying the Electricity (Amendment) Rules, 2026. The amendment states that, pending annual verification, cross-subsidy surcharge and additional surcharge should not be levied where appropriate captive declarations are submitted.

The Central Transmission Utility of India informed the Central Electricity Regulatory Commission that it is facing challenges in providing grid connectivity for around 60 GW of renewable energy capacity in Rajasthan. The utility attributed the issue to structural constraints in transmission planning, noting that the high concentration of renewable energy potential in Rajasthan has saturated most conventional evacuation pathways to nearby load centers.

The Delhi government limited new vehicle registrations to electric three-wheelers (e-3Ws) by January 1, 2027, and electric two-wheelers (e-2Ws) by April 1, 2028, as part of the draft Delhi Electric Vehicle Policy 2026. Stakeholders can share their feedback within 30 days of notification of this order. The policy proposes that fleet aggregators and delivery service providers must not induct conventional internal combustion engine vehicles, including four-wheelers (4Ws), light commercial vehicles, 4Ws light goods vehicles (N1 category up to 3.5 Ton), and 2Ws.

The Central Electricity Authority issued draft amendments to the Technical Standards for Construction of Electrical Projects and Electric Lines Regulations, 2022, introducing an expansive technical framework for renewable energy power projects and battery energy storage systems. The proposed regulations are scheduled to come into force on April 1, 2027.

India’s power transmission sector is evaluating a transition from conventional sulfur hexafluoride (SF₆)-based gas-insulated switchgear to environmentally sustainable Green GIS technologies, according to a report by the Central Electricity Authority. The report recommends a phased transition to Green GIS through regulatory and procurement interventions.

The Government of Bihar set a target of producing 100,000 metric tons of green hydrogen and green ammonia by 2031. To achieve this, Bihar plans to develop approximately 1 GW of electrolyzer capacity and 2.5 GW of renewable energy capacity linked to hydrogen projects. In its Green Hydrogen Policy 2026, Bihar seeks to support decarbonization, enhance energy security, and promote the use of renewable energy across sectors such as fertilizers, refineries, transport, and energy storage.

The Ministry of New and Renewable Energy expanded the Approved List of Models and Manufacturers (ALMM) List-II for solar cells, raising the total enlisted capacity to 29,306 MW from 26,477 MW in February. A capacity of 2,829 MW of solar cell capacity was added since the last update. Reliance Industries has entered the ALMM List-II with 1,238 MW of heterojunction-technology solar cells produced at its manufacturing facility in Gujarat.

GAIL (India) invited bids to select a project management consultant to set up a 178.2 MW wind power project in Maharashtra. The last date to submit bids is April 23, 2026. Bids will be opened on April 24. Bidders must have completed/executed the services as a project management consultant or as an owner’s engineer and developed wind power projects of at least 50 MW under a single work under the last 15 years.

Gujarat-based power infrastructure manufacturer Om Power Transmission‘s ₹1.5 billion (~$15.98 million) initial public offering (IPO) was oversubscribed 2.37 times at the end of the bidding window on March 13, 2026. The price band was set between ₹166 (~$1.76) and ₹175 (~$1.86) per equity share with a face value of ₹10 (~$0.106). The IPO saw bids for 14.25 million shares out of the 6 million shares on offer.

Austria-based international technology group ANDRITZ secured an order to equip Gujarat-based Torrent Power’s 3,000 MW Saidongar-1 pumped storage project in Karjat, Maharashtra, with pump-turbines, motor-generators, and other electromechanical equipment. The storage project will produce 6,241 GWh of energy annually. ANDRITZ did not disclose the contract value but said it was in the low-three-digit-million-euro range.

The Dominican Republic’s Unified Council of Distribution Companies held the credential submission event for a public tender for up to 600 MW of new renewable generation, which, for the first time, includes energy storage as an essential component of the projects. The event witnessed participation from 32 companies. The tender seeks to procure new wind and solar generation combined with storage systems, with project capacities ranging from 20 MW to 300 MW.
