					</table><p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids to set up 4,083.75 kW of grid-connected rooftop solar projects under the renewable energy service company model at the constituent colleges/institutions of the <a href="https://cau.ac.in/" target="_blank" rel="noopener">Central Agricultural University, Imphal</a> &#8211; Northeastern Region (RTSPV-TRANCHE-XIII).</p>
<p>Bids must be submitted by November 2, 2026. Bids will be opened on November 5.</p>
<p>Individual project capacity will range from 40.5 kW to 765 kW.</p>
<p>Bidders must furnish an earnest money deposit ranging from ₹40,095 (~$418.57) to ₹757,350 (~$7,906), depending on the project/capacity they apply for, and a bid processing fee of ₹6,000 (~$62.64), including GST.</p>

<p>Successful bidders must provide a performance bank guarantee (PBG) of ₹3,715 (~$38.78)/kW for the cumulative project capacity for which they will sign the power purchase agreement (PPA).</p>
<p>The scope of work entails the design, engineering, erection, testing, and commissioning of the rooftop solar projects. It also involves providing operation and maintenance (O&amp;M) services for 25 years.</p>
<p>The O&amp;M requirements include addressing wear and tear, equipment breakdowns, overhauling, insurance, and replacement of defective modules, inverters, or power conditioning units, spares, consumables, and other components.</p>
<p>Selected bidders must obtain no-objection certificates from the distribution company (DISCOM) for grid connectivity. They must secure net-metering approvals in accordance with applicable regulations of the state electricity regulatory commission, Central Electricity Authority, or the respective DISCOM.</p>
<p>They must also obtain all the permits, licenses, and insurance for the rooftop solar projects and provide training and other services necessary for their implementation.</p>
<p>The tender is technologically agnostic.</p>
<p>The solar modules must comply with applicable  International Electrotechnical Commission standards.</p>
<p>Only solar cells and modules complying with the Approved List of Models and Manufacturers List I and II must be used for the projects.</p>
<p>Further, only commercially established and operational technologies must be used to minimize technology risk and achieve timely project commissioning.</p>
<p>Inverters, cables, connectors, junction boxes, and other components must meet prescribed electrical safety, efficiency, environmental, and anti-islanding standards. Modules and inverters require valid qualification certificates from accredited laboratories.</p>
<p>Modules must retain at least 90% of peak output after 10 years and 80% after 25 years. The projects must have a declared annual capacity utilization factor (CUF) of at least 13.5%.</p>
<p>The rooftop solar projects must be completed within seven months.</p>
<p>Delays beyond the scheduled commissioning date will result in pro-rata encashment of the PBG for uncommissioned capacity. The maximum delay allowed is six months, after which the PPA capacity will be reduced to the commissioned capacity.</p>
<p>From the second year, generation below the minimum CUF requirement will attract a penalty of 50% of the PPA tariff.</p>
<p>Bidders must have had minimum net worths ranging from ₹400,950 (~$4,185) to ₹7.13 million (~$74,180), depending on the project/capacity they apply for, as of the last date of the previous financial year or at least seven days before the bid submission deadline.</p>
<p>They must have had working capital ranging from ₹334,125 (~$3,489) to ₹6.31 million (~$65,887), depending on the project/capacity they apply for, as of the last date of the previous financial year or at least seven days before the bid submission deadline.</p>
<p>Alternatively, they must provide a line of credit for the same amount from their lending institutions/banks/financial institutions.</p>
<p>Recently, SECI <a href="https://www.mercomindia.com/seci-awards-bos-contract-for-700-mw-solar-project" target="_blank" rel="noopener">awarded</a> LC Infra Projects the balance-of-system package for its 700 MW solar project at Raghanesda, Gujarat, for ₹10.95 billion (~$114.89 million).</p>

					</table><p>The <a href="https://www.banksgroup.co.uk/" target="_blank" rel="noopener">Banks Group</a>, a Durham headquartered infrastructure and energy firm, announced the acquisition of Banks Renewables, its renewable energy division, by global asset manager <a href="https://www.brookfield.com/" target="_blank" rel="noopener">Brookfield</a>.</p>
<p>Banks Renewables currently manages a total renewable energy generation capacity of 223 MW. With planning permissions for an additional 200 MW and 347 MW in various planning stages, Banks Renewables said it continues its commitment to reducing CO2 emissions and expanding its renewable energy portfolio.</p>
<p>In addition to operating ten onshore wind farms across Scotland and northern England with a combined capacity of 223 MW, Banks Renewables has secured planning permissions for 14 wind farms. The company holds planning permission for two solar arrays and actively pursues various renewable and flexible energy projects across the UK.</p>
<p>Founded in 1976, the Banks Group ventured into renewables in 2006, emerging as an independent operator of onshore wind farms in the UK. With a presence in regions including Yorkshire, the Northeast, the Northwest, and Scotland, the company manages 11 onshore wind farms.</p>
<p>Founder and Chairman Harry Banks said he anticipates a mutually beneficial partnership with Brookfield, citing cultural alignment and Brookfield&#8217;s established presence in renewables.</p>
<p><a href="https://www.rothschildandco.com/en/" target="_blank" rel="noopener">Rothschild &amp; Co</a>. provided corporate finance and M&amp;A services, while <a href="https://www.ashurst.com/" target="_blank" rel="noopener">Ashurst</a> offered legal counsel during this transaction.</p>
<p>The company has achieved the construction of its 100th wind turbine, part of an ongoing Kype Extension Wind Farm project in South Lanarkshire, set to become operational soon.</p>
<p>The company said with $850 billion in assets under management, Brookfield is set to assume control of Banks Renewables, consolidating its position in the UK renewable energy industry.</p>
<p>In June, Brookfield Asset Management <a href="https://www.mercomindia.com/brookfield-asset-management-raises-15-billion-for-clean-energy" target="_blank" rel="noopener">announced</a> the final institutional close of a $15 billion raise for the Brookfield Global Transition Fund, focused on facilitating the global transition to net zero.</p>
<p>Earlier this year, Brookfield Renewable and its investors <a href="https://mercomindia.com/brookfield-renewable-acquires-urban-grid/" target="_blank" rel="noopener">acquired</a> Urban Grid, a U.S.-based renewable energy developer, for $650 million.</p>


Brookfield Bolsters UK Portfolio with Banks Renewables Acquisition

<p>Over 2.9 GW of solar power park projects with central financial assistance (CFA) of over ₹384 million (~$5.3 million) have been approved in Uttar Pradesh and the northeastern states of the country, Union Power Minister R.K. Singh said in response to questions raised in the <a href="https://loksabha.nic.in/" target="_blank" rel="noopener noreferrer">Lok Sabha</a>.</p>
<p>About 80 MW of these projects with ₹4.27 million (~$59,000) in CFA disbursements have been approved in the northeastern region.</p>
<p>The minister said that no solar power parks had been approved in Tripura since the state government had not made any proposals yet.</p>
<p>In Uttar Pradesh, about 2,840 MW of solar projects have been approved across solar parks with a CFA of ₹380 million (~$5.2 million). These projects are being developed under the program for the development of solar parks and ultra-mega power projects. The details are furnished below:</p>

<p>Replying to another question, Singh said that no hydropower projects were being considered either in Uttar Pradesh or the northeastern states.</p>
<p>The minister listed several measures the center had taken to harness and utilize solar energy in these states. They included permitting foreign direct investment up to 100%, waiving interstate transmission system charges for solar and wind projects up to June 30, 2023, declaring renewable purchase obligations until 2022, laying new transmission lines, and adding substation capacity under the Green Energy Corridor Program for renewable power.</p>
<p>Singh said that the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM KUSUM), Solar Rooftop Program Phase II, 12,000 MW Central Public Sector Undertaking Program Phase II, and Solar Park Program were among solar energy programs being implemented in these states.</p>
<p>According to Mercom’s <a href="https://mercomindia.com/product/india-solar-tender-tracker/" target="_blank" rel="noopener noreferrer">India Solar Tender Tracker</a>, Uttar Pradesh has issued tenders for 6.6 GW of solar projects. The northeastern region &#8211; comprising Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura – have floated tenders for 635 MW of solar projects.</p>
<p>In December 2020, the Cabinet Committee on Economic Affairs had <a href="https://mercomindia.com/cabinet-approves-plan-for-power-infrastructure/" target="_blank" rel="noopener noreferrer">approved</a> the revised cost estimates for the North Eastern Region Power System Improvement Project (NERPSIP) at a cost of ₹67 billion (~$910 million). The project aims to strengthen the intra-state transmission and distribution systems in the region.</p>
